The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Ramadan terror concerns?

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.

The guy (prof) is a dem, but I have followed his site in the closing weeks and he is (almost) always pretty fair. The site is unique as it is a meta-site, it compiles all the daily polls. It has enormous traffic.

I agree that, at a time of peril unlike any time in the past year of threads, we should try to keep non-threat related material to a minimum. The problem is that the threats are election related, so there is a specific tie, made much more explicit by the UBL tape.

My two cents is that election-related postings are topical, but we all should be careful not to let the thread become a live election returns/rumors/news thread. It will be difficult to sort through the election posts to see the threat postings if things get busy all of the sudden. But the threads would not have survived the occasional semi-meltdown every several weeks if most of the folks on here did not already tend to cut everybody a little slack.

General suggestion that if the election posts start to exceed purely terror-related posts, then they should be reined in (as a matter of self-restraint). It is not as if every single TV channel won't be reporting the returns as they come in. And every other thread on FR will be discussing this.

This goes for me too as my original posts in August were on the Electoral College, so I am not preaching to anyone as much as I am preaching self-restraint to myself. But hopefully the election will be settled by this time tomorrow, so this specific issue will hopefully become a non-issue.

I'll restrain myself from going into the battleground trends and focus on your question of what happens if no one gets to 270 (and this is what also could happen in the future if a state is attacked on election day and the results called into question a la Florida 2000 and why our nation needs to address this vulnerability).

Per the 12th Amendment, it falls to the House of Representatives to decide the Presidency, and the Senate to decide the VP. States vote by delegation with each state having one vote. 26 votes elects a President. The GOP controls 28 delegations. I forgot how many are tied and the rest Democrats. If no candidate gets 26 votes (say a GOP congressman/woman in a state with 5 GOP and 4 Dem congressmen decides to defect or abstain because their district or state went for Kerry, then the VP becomes the Acting-President.

So, in the remote possibility that we end up in a 269-269 electoral tie or like 2000, some states do not certify their electoral delegates (the results are up in the air or in the courts), then the control of the Senate becomes an issue. If the Dems retake control of the Senate tonight (unlikely but doable, almost impossible in the House but in the realm of possibility in the Senate), then they could elect Edwards VP, so it would be Bush-Edwards for 4 years. And if for some reason we did not have 26 state delegations in the House, Edwards would become Acting President.

I'll say now what I wouldn't say openly in August. If we don't have a winner tonight, then the House must *not*, absolutely *not* come back to DC for its scheduled lame-duck session unless it is on a well-guarded military base with the surrounded area under curfew.

If the Capitol were attacked in the scenario where it falls to the House to choose the President, there is no Plan B. We might have no clearly legitimate President for several months. We would have an Acting President (line of succession up to Inauguration and then the Senate electing VP as Acting President after that point assuming they can still meet and reach a quorum to make it legal) but there would be no House for several months and that individual would have to assume unparalleled powers to deal with that level of crisis with marginal national legitimacy.

The 9/11 Commission Report said plainly AQ specifically timed the attack for when Congress was back in session from the summer recess. As I said in an earlier post, Congress has been negligent in not addressing these vulnerabilities since 9/11.

I know that a lot of non-terror specific stuff gets onto the site, and in moderation (and slow periods) is ok. I participate a little too. However, I in no way consider myself to be the boss here nor try to bully others and have trouble seeing that in my post. I was just trying to gently get folk to refocus since today is has the highest potential for a terror strike since 911 and we should be vigilant towards that end. I know everyone is pretty well wound up (including myself) and are on edge. However, I didn't think I was crossing a line. If I stepped on toes, I'm sorry.

About 20 minutes ago, what looked like 2 military transports flew overhead toward the east. Never seen any planes in that type of configuration. Also, they were flying in a strange direction, different from the usual commerial aircraft that fly overhead.

Prop or jet? Low, medium or high altitude? If low, how low? How close were they flying to each other? Might they have been on separate missions and just flying in the same direction? Note: If very close together in a formation of sorts, this would indicate they were operating together (same mission). You said military transport. Can you specifically identify one of the following: C-130, C-141, C-5 or C-17? There are others of course, but these are the backbone of MATC.
