If that is true they need to get this information out soonest. The CF reputation is taking a beating on this too, not just Bush.
Personally, it is more likely the Iraqis moved the material right befor the war and disbursed it to various locations.
P.S. There have been many examples of the uses of high explosives over that last few months with the local manufacture and detonation of car bombs and suicide vests. Could this account for the "special" explosives?
It is a highly likely speculation that this occurred but with a suspected 1.5 million tons of conventional munitions in country (twice US stockpiles) and looting occurring in large quantities before our arrival, and small time looting after our "control," it is unknown what happened to it all. I will say that Iraqi Police and Security patrols were supposed to guard some of the smaller sites set aside for the interim and future Iraqi government use but with sympathetic associations and personal greed in a poor country munitions did disappear. I could not in good conscience say all this happen before we arrived. We were not lax but the CF can not be in all places at once.
The NY Times has handed Bush a perfect line: "those explosives were gone before we even arrived - and I wonder how many WMD's went with them".......

Although it bothers some, I appreciate multiple postings. I'd spend 24/7 in front of FR if I could, but my wife and boss might not appreciate it. I have to catch up on my reading in sporadic 1/2 hour intervals.
I frequently miss the first posting, but catch the 3rd or 4th.
