The translator may have selected the word states to mean "nations," but it's also possible that the original word meant "states" in the US sense of the word, which is the reason the translator used this word.

UBL may be a maniac SOB killer, but he is smart. He knows how the US is divided, as does most of the world with any education whatsoever. His statement was very carefully scripted, and I doubt there were any accidental slip-ups. It seems to be the majority opinion that his remarks are encrypted signals.

Regarding the 'States' question, there is a possibility you are all correct, but I think there is something you should know.
When middle easterners, Pakistanis, Indians, et al. talk about what we call 'America', they refer to it as 'The States'. I have worked with hundreds of Indians and it is just the word they use to refer to our country (i.e. 'The States'.) It is just like how we call 'Deutschland' Germany.
