If it means that they put themselves in harm's way, i.e., throwing themselves into the line of fire, that's what they signed up for. Instead, the President was left alone for seconds, unguarded. That's all it would take.
The Secret Service have been doing the same job for over a hundred years and all other countries are aware of their job descriptions. It might have been awkward, but those Chilean security guards should have been disabled by our President's Secret Service detail. It sounds as if the Chilean security guards were looking for a fight - perhaps to embarrass President and Mrs. Bush.
