Why is France having so many Muslim terrorist problems and not Italy? Anyone with some expertise in this area?

It appears from the article that the Strasbourg attack would have been Al Qaeda's declaration of war on France some 10 months before the September 11th strike made on the WTC. With what they found to thwart the Strasbourg plot, and all other evidence, where was the French and German intelligence pre US 9-11, what did they know and not share? Also was Interpol contacted? I imagine they were. Still not a whisper from Europe until now, 4 years later!

I think I just committed a horrible sin. When I first read the headline I thought that they were finally hit, and I was saddened that it was a plot!!
