I guess they figure he's not suffering enough.

Either that or it's a state owned life insurance policy and they're trying to get out of paying......

You are on a good track, the lawyers want all "contributory negligence" in the settlement. If this may contributed to his wife's death, then his settlement can be limited. The police go along with this because its the law.
