This isn't about qualifications or performance. So what if he killed himself for the last five years working on the Board of Education, running all over the state encouraging charter schools, using his own money when necessary to help provide start-up funds, while running a multimillion-dollar business as his day job?
He failed the bilingual education litmus test.
He thinks children in bilingual education classes in public schools should be taught at least two and a half hours a day in English.
That's why he wasn't confirmed.

Bilingual education teaches people to be illiterate in two languages. I bet if their Spanish language skills were tested and compared to native speakers in Mexico City or Spain, their scores would be abysmal.
This country has ONE LANGUAGE that everyone should have to speak, before they can even get into this country, in my opinion. To put the financial burden of teaching, printing bi-lingual documents, etc. for immigrants, many of which are not even citizens of this country, ON THE BACKS OF THE AMERICAN TAXPAYER is not only unfair to the citizens of this country, but represents political pandering by the government officials that would and do approve this sort of gross imposition on the real taxpaying citizens of this country.
In this case, I know teachers that have been forced into bi-lingual teaching scenarios, and the results are very negative --- by their own testimony, it grossly compromises the teaching process and slows down the teaching rate of students who do speak the language of this country.
There was a lady in south central LA who called into a talk show last week; it seems her boy in elementary school was the only English speaking kid in the class and was being forced to attended classes taught in Spanish. To top if off, kid's assignment last week was to write a letter to Governor Arnold asking him to grant drivers licenses to Mexican nationals!

I disagree. There should be no strictures on language for immigrants or visitors. Citizenship should require proficiency, however, and access to any sort of federal welfare should require citizenship. The states should follow suit but I would leave that up to the states and the states can't grant US citizenship. Chances are that most would follow the Federal lead.

No need to disagree since this is my point. People can VISIT this country and speak Martian for all I care...but not for citizenship. They must be fluent in the native language of America -- English -- again we agree.

Don't fear, it will pass. Susie Liberal is just that, and a Clinton apologist, which totally disqualifies her as an American. She does have moments of clarity and being lucid, but they are rare and probably due to psychological medical anomolies such as democracy attacks, Constitution attacks, great moments of liberal guilt, and short term realizations that truth is more powerful than lies...
The number of schools where bilingual classes are taught has dwindled, but Hastings and the board had taken the position that even in such schools, kids deserved at least two and a half hours in English, and they used the carrot and stick of federal reading funds to get schools to teach English.
If these are "bilingual" schools, and English is not one of the languages now being taught, then what, pray tell, is the second language? Russian? Arabic? Martian?
Or were these "bilingual" schools actually "unilingual" schools?
