Norte o Gangs Moving North

During the last several years there have been a large volume of raids on Mexican Mafia marijuana gardens throughout our country. Information is now available on who these Mafia gang families are. In Northern California “Norte o” gangs are invading many cities and rural communities. One of their identifying pieces of clothing is a red bandana or a San Francisco 49ers bomber jacket while their counterparts; the Sore o’s from the south wear a blue bandana.

The Norteno’s are comprised of any Hispanic gang member north of Fresno. Lau and Pulido along with Nuestra members being most prevalent in Siskiyou, Shasta, Tehama and other northern counties. According to documents these organized families are believed responsible for the murders of upwards of 300 of their own Mexican brothers.

Northern California has been and will continue to be one of the most desirable areas for these cartels/gangs to produce their marijuana crops as a result of the hot weather and access to the I-5 corridor.

Marijuana Eradication Teams (MET) are comprised of both local and federal agents. At the conclusion of this last summers growing season, MET agents from the Siskiyou County Sheriff Department, the U.S. Forest Service and the Bureau of Land Management made arrests in Merced, California. Unprocessed marijuana from Northern California gardens were sent to an isolated barn just off of I-5 in Merced where one raid resulted in the arrests of 64 Mexican Nationals connected to the Pulido Family, the seizure of 20 weapons including automatics, two pounds of meth and over 4,300 pounds of marijuana.

Ceres, California is just 50 miles north of Merced and on January 12, 2005 that town became the scene of the shooting of two Ceres Police Officers. During a gun battle with police Andres Raya allegedly injured Officer Sam Ryno and killed Sgt. Howard Stevenson. Raya a member of the “Norte o’s” is also a 19-year-old Marine that had recently returned from Iraq. Another former Marine and a member of the Nuestra Family is Gerald “Pistol” Rubalcaba is currently in Pelican Bay State Prison following the “hit” on another inmate while he was at Susanville’s California Correctional Center, which authorities say he was held responsible for.

In Siskiyou County there have been threats against local residents of the county. According to Sheriff Rick Riggins, a Hispanic marijuana grower held a man and his son at gunpoint. The grower took down their driver’s license information and they were told there would be consequences if they said anything.

Two years ago Sheriff Riggins said, “We lost $1.5 million from our budget and this year we lost over $900,000 last year.” In 2005 Riggings faces another problem – the increased in cost for helicopter flying time. The company that supplies the helicopter for Siskiyou County is increasing costs by $200 per hour and he also facing additional budget cuts.

Sheriff Riggins has been effective with his MET operations even with the budget cuts. His community awareness program is allowing more citizens to become involved. “We have had more citizen reports this last year than any other time,” Riggins told the Pioneer Press. People can report illegal activity without becoming involved. “We don’t even need their name, all they have to do is give us a direction and we will investigate,” said the Sheriff. Last year we investigated the Lau and Pulido families. Next year the sheriff has plans to investigate other arms of the Norte o families.

Riggins used an example from this last year, were there was a tip to sheriff officials, which resulted in a raid only 2 miles from the Etna City limits where over 3,000 plants were seized. This resulted in a police chase of an armed Mexican national who eventually eluded capture.

Redding Police Department, Sergeant John Hawkins of the Anti Gang Enforcement unit points out that in Redding, “There is an increase in Hispanic Gang involvement and there is also an increase in drug involvement in this area.” Hawkins is hopeful that the existing nation wide problem in urban communities is something we not see in Northern California. Commander Dan Callahan of the Shasta County Narcotics Task Force emphasized, “There is no end of crystal meth in the area.”

In Tehama County the drug problem with youth has caused devastation to many families. With Meth being the drug of choice by county youth, one only has to look at the problems that meth has created with the minors that are now incarcerated in the Tehama County Juvenile Justice Center.

Tehama County Sheriff Clay Parker has the same financial problems that all other sheriffs are facing. His department does what they can, but in order to be totally effective all counties need more resources and in addition community involvement has become most important.

In Tehama County there are know members of the Norte o’s and the number of youth involved with this known criminal enterprise is increasing. One of those claiming to be Norte o is Gabriel Farias (18). In the past, Farias has been under investigation for possession of automatic weapons. There were no formal charges filed. He is currently being held in the Tehama County Jail under $175,000 bail. He is being investigated for conspiracy to commit a crime, robbery, kidnapping, firearms violations and making criminal threats.

In Del Norte County Detective Sergeant Bill Steven explained that Del Norte County is financial strapped and as a result his drug enforcement team is at a bare minimum with both resources and manpower. Stevens did acknowledge the meth problem in his county and is hopeful that when the California budget crisis is over there will be help forthcoming. He was positive that in the future there would be changes made to help eradicate many of these illegal organizations.

A hopeful side of drug investigations comes from the Yurok Tribal Police Chief of Public Safety, Mike Ross. Ross has 40 years in law enforcement including his two terms as Sheriff in Del Norte County. He was with the Sonoma County Sheriff Department, holds a masters degree in Law Enforcement and consults to other agencies. Ross verified that there has been a drug problem in the entire area for years and that, “Meth has been the white drug of choice during that time.”

“We are aware that in the past and currently there is a drug problem up river [Klamath] but our information is non-specific. The locals want it stopped but they don’t want involvement,” said Ross. He went on to explain that the Tribe has adopted a no-tolerance drug policy and, “The Tribe is looking at a grant that will target drug manufacturing along the river, on tribal grounds and near the Tribes boundaries.” With the grant in place, one of Ross’s goals is to assign three marine deputies to work the 44 miles of the Klamath River between the Towns of Klamath and Weitchpec, California. The goal is to obtain intelligence information and to ultimately curtail the flow of drugs from that area.

Just across the border between California and Oregon is the town of Klamath, Oregon where the problem is a little different. The concern there is not only local drug producers but also the flow of drugs from California. As Officer James Williams with the Interagency Narcotics Team stated, “We have a lot of Hispanic gangs bringing narcotics in from California.”

The trial of money from these Mexican gangs through drug sales, prostitution, extortion and other gang related activities has now led to Pelican Bay State Prison where some of the money is being laundered. Pelican Bay authorities have acknowledged that inmates have accepted checks and money orders from Mexican drug families and distributed the funds to their own family members. According to a November 22, 2004 Associated Press story, “One gang member told authorities he spent upwards of $60,000 one year on his children’s college fund.”

All law enforcement agents interviewed agree, these dealers know no boundaries; there are no county lines or state lines. Whatever it takes to sell drugs and make money is acceptable. In California the problem has become a “major epidemic” and needs to be stopped.

DOBBS: Defense Secretary Donald Rumsfeld is warning of the threat of terrorists entering this country through the same routes as those used by illegal aliens. Secretary Rumsfeld, traveling in South America, warned that enemies look for weaknesses and take advantage of them.

The Illegal-Alien Crime Wave

Police commanders may not want to discuss, much less respond to, the illegal-alien crisis, but its magnitude for law enforcement is startling. Some examples:

• In Los Angeles, 95 percent of all outstanding warrants for homicide (which total 1,200 to 1,500) target illegal aliens. Up to two-thirds of all fugitive felony warrants (17,000) are for illegal aliens.

• A confidential California Department of Justice study reported in 1995 that 60 percent of the 20,000-strong 18th Street Gang in southern California is illegal; police officers say the proportion is actually much greater. The bloody gang collaborates with the Mexican Mafia, the dominant force in California prisons, on complex drug-distribution schemes, extortion, and drive-by assassinations, and commits an assault or robbery every day in L.A. County. The gang has grown dramatically over the last two decades by recruiting recently arrived youngsters, most of them illegal, from Central America and Mexico.

• The leadership of the Columbia Lil’ Cycos gang, which uses murder and racketeering to control the drug market around L.A.’s MacArthur Park, was about 60 percent illegal in 2002, says former assistant U.S. attorney Luis Li. Francisco Martinez, a Mexican Mafia member and an illegal alien, controlled the gang from prison, while serving time for felonious reentry following deportation.

Barron's has an important lead article out today on "the underground economy" (password required). According to Robert Justich, a senior managing director at Bear Stearns Asset Management in New York, current estimates of the illegal alien population (most news articles cite the old 8 to 13 million figure) are too low. He puts the figure at 18 million to 20 million.

The article's author, Jim McTague, notes some devastating consequences of the failure to enforce our immigration laws--and he does so with a bluntness that is unusual for the usually open-borders-friendly business press:

The question for anyone who feels that way, is "Why bother?"

Yes, I like the tax cuts. But, very frankly, that is about it. Whatever initial initiative the Administration showed in responding to bin Laden, is now lost in a "Neo-Con" pipe dream. The February essay at my web site, was posted today: The "Neo-Con" Phenomenon. It analyzes what is neither new--in any sense--nor Conservative--in any sense--based upon their avowed "Godfather" Irving Kristol's description of themselves.

If things keep going in this direction, we may feature a debate (in their own words) between George W. Bush and George Washington, in March. (I'll give you an advance tip. The dead older guy wins.)

I sent you some incorrect information the other night. I plead being in a Nyquil induced state...what is this cold that just hangs on! Ugh. This dawned on me at midnight last night.

Anyway, Morganelli is a district attorney from the Midwest, I believe. I posted that.

Vasquez is a county commissioner from Canyon County Idaho with some interesting ideas.

Commissioner Vasquez continued "I am asking the Board to vote in declaration of an emergency that carries with it the dangers of illegal aliens crossing into the United States of America without medical inspections, bringing any number of contagious diseases, illegal drugs, or other criminal intent."

"Further, criminal elements have proven to take Ag Jobs in an effort to establish themselves in the community, and Larry Craig’s presentation today only serves to legitimize such duplicitous acts by illegal aliens."

“Commissioner David Ferdinand and I did not take this action lightly, and it is in the best interest of the county to prepare before a contingency occurs, rather than simply react as governments have been doing for years. Also, we encourage other counties in Idaho to review their circumstance, and if applicable, issue a declaration of their own.” Commissioner Vasquez said. “Lastly, this action is intended to serve notice to the Governor, Senators Craig and Crapo, and Congressmen Otter and Simpson that Idaho has as great a problem with immigration, illegal aliens, crime and dangerous illness as the rest of America, and we county commissioners expect them to provide solutions to this issue. And if they refuse to face the facts, then let them provide the funding that Idaho counties will need to address these issues”, Commissioner Vasquez commented.

Dear Governor Kempthorne,

The Canyon County Board of Commissioners at 8:45 AM, January 18, 2005, by unanimous vote, did pass the attached Resolution Number 05-008 declaring that a disaster emergency exists in Canyon County, Idaho.

It is with great concern that the Canyon County Board of Commissioners writes to inform you that the issue of illegal aliens continues to be a concern in Canyon County, particularly the financial burden to county government and the impact on our citizens due to the presence of that population in Canyon County and in Idaho.

From January 2002 to October 2004, the Canyon County Detention Center completed 8,100 bookings. Of those, 1376, or 17%, claimed non-US citizenship. Of the 1376, 181 were held for US Marshals, 241 were arrested for traffic violations, 954 were arrested on charges that included traffic violations, and 151 were arrested for felony violations. Of the same 1376 arrested, 385 were placed on a “247” hold indicating that, depending on the nature of their crime, they may or may not be deported, and 35 were placed on a “203” hold indicating they would be deported.

We also remind you of a number of high profile cases which attracted attention during the last two years, i.e., the Angie Leon murder in which the estranged husband convicted of murdering his wife was a Mexican national; the terrible freeway crash that killed two members of the Marti family which was caused by an intoxicated Mexican National driving the wrong way; and just recently, the arrest of the drug trafficking ring in which at least 4 of the 16 people arrested were illegal aliens.

During the last two years our Canyon County Detention Center staff was exposed at least twice to illegal aliens who tested positive for tuberculosis. This required precautionary testing for our staff, which was an unnecessarily incurred expense for the taxpayers of Canyon County. In August, 2004, Canyon County once again learned an illegal alien being held in the Detention Center had tested positive for tuberculosis, only this time it was an active and infectious case. Canyon County incurred expense for that individual not only for his time in the Detention Center, but also through funds expended by the Southwest District Health Department, which made a quarantine declaration, moved that individual into a motel, provided home health nurses, food stamps in the form of an electronic card, and medical treatments.

As you know, Idaho counties must provide shelter, food, and medical care for prisoners in our Detention Center, regardless of citizenship. The County must also provide payment for county residents who have proven they are medically indigent, regardless of citizenship. Since 1999, the Canyon County Indigency Program and the State CAT program have paid out in excess of $1.5 million for medical expenses of illegal aliens that resided in our county. Providing required care for illegal aliens places an additional burden on the property tax payers of Canyon County and the burden increases each year.

We believe that Canyon County taxpayers cannot--and should not--be required to continue bearing the burden of incarceration and health care costs of illegal aliens in Canyon County.

We also believe that our Federal Government has failed miserably in enforcing immigration laws and protecting our borders from what some call an “unarmed invasion”. When our own government’s inability or unwillingness to enforce immigration laws continues to impact our citizens, it becomes necessary to ask for help. We view the current situation to be an “unfunded mandate” imposed on local governments by our Federal Government.

We recall your exemplary service to the People of Idaho during your tenure as one of Idaho’s U.S. Senators, and it is with great appreciation that your stand regarding unfunded mandates is remembered. You stood strong against opposition from your fellow Senators and Members of Congress and ultimately prevailed, thus serving your constituents well in Idaho and the United States by creating relief from the yoke of unfunded mandates.

We ask that once again you serve your constituents in Idaho’s 44 counties by seeking the assistance of your former Congressional colleagues to provide relief for Idaho’s citizens and taxpayers. Please request Congress first, to require immediate enforcement of standing immigration laws and border control, and second, to provide financial aid to local governments impacted by the unfunded mandate placed upon them to care for illegal aliens.

We appreciate your concern for the citizens of Idaho and believe that, as Governor, you have the influence and ability to help resolve this undesirable situation. We thank you for your consideration of our request.

Resolution No. 05-008

The Canyon County Board of Commissioners considered and adopted the following Resolution which shall be effective on the 18th day of January, 2005.

Upon the motion of Commissioner Vasquez and the second by Commissioner
Ferdinand , the Board resolves as follows:

WHEREAS; Idaho Code 31-801 grants general powers and duties, subject to the restrictions of law, to the boards of county commissioners in their respective counties; and

WHEREAS; Idaho code 31-828 , Confers upon the Canyon County Board of Commissioners the authority to do and perform all other acts and things required by law not in this title enumerated, or which may be necessary to the full discharge of the duties of chief executive authority of the County government, and

WHEREAS; Idaho Code 46-1011, Authorizes the declaration of a Local Disaster by the Chairman of the Board of Commissioners within their respective political subdivisions, and

WHEREAS; Idaho Code 46-1002 (3) provides, in part, that a “disaster” includes the imminent threat of widespread or severe damage, injury or loss of life or property resulting from, but not limited to explosion, riot, or hostile military or paramilitary action, and

WHEREAS; Canyon County has endured an increase of criminal activity through hostile acts of illegal aliens presently in Canyon County, which acts resulted in the discharge of firearms in the commission of violent acts upon American Citizens in Canyon County, bringing about the deaths of said citizens, and

WHEREAS, Canyon County in conjunction with the Idaho Southwest Heath District Health Department, have witnessed the infection of, or exposure to infection of Tuberculosis by and from the presence of illegal aliens detained by the Canyon County Sheriff’s Office, which exposure lead to the direct endangerment of Canyon County Sheriff’s Department Deputies, Detention Center, and Medical Staff, and

WHEREAS; One illegal alien detained by the Canyon County Sheriff’s Office was required to be released into Quarantine status, which Quarantine was declared by Idaho Southwest District Health Department, and

WHEREAS; Said Quarantine incurred expenses were, in part, provided for through Canyon County Taxpayer funds, and

WHEREAS; Federal law prohibits the expenditure of Federal funds on behalf of, or in the provision for any services to illegal aliens, which prohibition creates a non-funded mandate upon the counties in seeking to comply with conflicting state and federal law, and

WHEREAS; unfunded mandates, an estimated population of 34,000 illegal aliens in Idaho resulting in a 20% increase over the past five years of county welfare applications from illegal aliens, and proposed federal legislation drafted to grant amnesty to illegal aliens in the form of Agricultural Jobs, and

WHEREAS; The Board of County Commissioners has a duty to defend and protect the citizens of Canyon County from the threat of crime, foreign borne disease, sedition, invasion from armed or unarmed illegal aliens and other threats of natural and manmade disaster,


NOW THEREFORE; good cause having been shown, the Chairman of the Canyon County Board of County Commissioners hereby orders and declares that a disaster emergency in the form of imminent threat of invasion by armed or unarmed illegal aliens exists in Canyon County and the Board of County Commissioners hereby consents to said declaration and orders and ratifies the same. The Board further orders that this declaration of imminent threat of invasion by armed or unarmed illegal aliens disaster shall remain in effect until such time as the federal and state governments regain control of Idaho’s immigration population, both legal and illegal, or until otherwise terminated by the Board, whichever may occur first.
