My prediction is that he will not pull the nuke trigger. One reason or another, the filibuster rule change will not be voted on. That's my guess.

One essential step is DEMs objecting to taking the vote - either before a cloture motion is filed (if Frist asks for the vote before a cloture motion is filed); or by not contributing enough to get 60 votes when the cloture motion ripens. If the vote happens, then the GOP will have an excuse to not press the nuclear option for a rules change.
