Kerry said through a mouthpiece that he signed the form on May 9th(?) but had yet to send it to the Dept of the Navy. If you don't actually file the form, what is the use of signing it?
Did he send it yet, did I miss the announcement?

Kerry could sign it and send it and it can be completely bogus.
You have to see the SF-180 he sent.
If you don't specify a third party, only you get the records.
There's also a space to specify what you want located. He could "play cute" there too.
Signing the SF-180 is not the same as releasing all his records to the media.
$10 says he's got some dodge up his sleeve.
