I'm not so sure this eminates from the "ruling class" in Saudi Arabia.
Methinks it comes from the Imams, and the rest of the religious clerics who have the male domination for hundreds of years and don't want to give that up.
There is somewhere a saying that Muslim men believe that sex has 10 parts and that 9 of these parts were given to women and only 1 part to men. They are terrified of women in some ways, methinks.
