Just heard it on the radio, the first thing that came into my mind was sleeper cells. I do not know if they have the expertise or capacity to logistically pull it off but the situation/conditions in the Gulf Coast and N.O. are perfect for an attack = low/no police/military presence; oil refineries, storage facilities, chemical facilities, banks un guarded and open for attack/looting. That said; it might be nothing more than arsonists with too much time on their hands and nothing to do or hooligans lighting stuff up for "entertainment".

Yes it could be sleeper cells but not done by who you think. My guess is the punks the democrats love so well ( the other sleeper cells ) either tried to steal some of the stuff, or just set it off to get their jollies. Possibly filmed it to sell copies later.
