As I told others before, Bush called the governor and the mayor ahead of time, they said they didn't need help (gotta find link again), that's why he came on television to ask people to evacuate that night...I think he was frustrated that the locals and state didn't seem to know the danger.
Point. After Nagin's rant, "The government not doing anything for us. They need to get off their a** up there and do something". A reporter asked him (rightly so, given the rant), did he know the governor had to request it. I watched it, the man had no idea... he was flummoxed.

Executive Order NO. KBB 2005-23- Suspends the bonding requirement of persons issued a special officer's commission by the superintendent of state police. This will facilitate immediate activation and incorporation of out-of-state troopers and out-of-jurisdiction Louisiana law enforcement officers into law enforcement efforts in the disaster area.
Executive Order NO. KBB 2005-24- ensures that all evacuees occupying a hotel room shall be allowed to continue to occupy such rooms under the normal terms, conditions, and rates of the hotel or motel.

Just another Bush-bashing fest, but this time they didn't even wait a respectful amount of time before baring their fangs.
I read in the Tampa Tribune this morning that FEMA used to be an independent body. FEMA is now under Homeland Security and that may just one reason why this relief effort started off on the wrong foot. We don't need org charts. We need people with experience with massive efforts and I'd feel safer if Homeland Security was chiefed by a military strategist.

Chertoff is smart, OK. But what you need here is a lot of low tech moving of people out and supplies in. You need an operations manager that is used to managing large number of people.
Brown is a lawyer, political friend of a friend type appointee. Has no qualifications.
Lokey is a search and rescue type. But probably more trained on earthquake disasters than flooding.

These guys are not qualified. They proved it. Neither is Louisiana's governor. Chertoff, Brown, La Gov. and the mayor all failed. My only criticism of Bush is that he hires his friends. He should not do that. Not each and every time!

Very true. And one unit that has performed well is the Coast Guard, which, being in Homeland Security is not encumbered by any restrictions on action. Bush could have detached units from the DoD, reassigned them to the Coast Guard, and acted immediately.

Every blasted time one of those "It's all Bush's fault" threads comes up (or threads like this that present the Truth) we need to make SURE that this pic of flooded busses is posted on it as well. This pic just SCREAMS the Truth. The people of New Orleans have suffered because their own foolish local government idiots didn't care.
