I noticed Penn never answered the bystander's question.
It's his striaghtjacket..he's busted loose form the looney bin!

The material looks a little thin for a flack vest. Looks more like some sissy version of a light, pocketed vest for fishing.
The flack vests I've warn are a little thicker and would hang heavier. There would be more coverage on the sides (wider front and back panels reaching closer together on the sides).
He was trying to decide if he should join in on the chorus.
LOL, I despise him, but can commiserate with him. I've been in situations a time or two where I did something boneheaded and all the while a bunch of smartarse spectators watched and enjoyed my stupidity.
Hope he got scammed.
I never thought that it was a flak vest - it doesn't look anything like a flak vest or any other type of body armour.
It's a trolling motor. He's in a bass boat full of toadies, hoping for a photo op if they can rescue a child. The truth is, the boat is so overloaded they only have room left for a small child. And typical of liberal planning, they are probably putting the child in even greater danger by putting it in that boat.
(actually) I think he's aft (or daft) in the boat, and that's the handle for an outboard motor.

Perhaps if it were anyone else, but not him or his kind. I'll never trust them.
I bet someone here at work $100.00 that by Wednesday, Penn will be on the prime time shows blaming Bush and politicizing the disaster.
If he wanted to help, he should have donated $$$. Leave the rescuing to the professionals or one risks needing rescued themselves; which is an extra strain on the effort.
for what?
getting underfoot?
dragging a publicity crew into the stew?
for what should we give Penn credit, aside from being an occasionally competent screen actor?
It looks like a vest with pockets. It isn't a hunting vest because the design and appearance are wrong for such a vest. In fact, it looks like some kind of fruity designer faux Safari vest.
