Lessons learned from Katrina

Survival is bottom up not top down.

Starts at household, then local, then state, then federal

Household – have a plan in place where your family can bug out within five minutes with enough food water and gear to sustain yourselves for one week. We need to drive this point into the psyche of America. THERE WILL NOT BE ANY WATER OR FOOD MADE AVAILABLE FOR THE FIRST WEEK OF A CATASTROPHIC EVENT.

Those who disobey evacuation orders will not be rescued but rather treated as criminals with the intent to loot. Non evacuees will be rounded up and sent to prison camps set up by the National Guard.

Local – five days after a catastrophic event food & water will be made available at shelters. Bring your own sleeping bag or bedding. The shelter will not guarantee you your own cot. Shelter might need to assign sleeping shifts.

State – Supply lines of food & water to local shelters, set up prison camps for looters and evacuated prison populations.

Federal – Re supply state supply lines as needed. Provide economic support as needed to relocate displaced Americans into new communities.

Week one - households are on their own. Hospitals and assisted living centers should be considered households that need to work with local agencies to develop their own evacuation plan. Week two - local shelters open up water and food supplies Week three - State re supplies local shelters Week four - Federal agencies re supply state & private relief agencies. Provide economic assistance to relocate displaced citizens into new communities.

Private organizations like the Red Cross, Salvation Army, etc. will augment households, local shelters, states, and federal agencies as needed.

Of course these time lines can be shortened depending on available resources.

Upon supply evacuation order all FEMA designated survival items starting with bottled water should be taken out of all wholesale and retail locations within the evacuation area. All FEMA designated survival items can have their bar codes scanned as they are given out for FEMA reimbursement. At the end of event FEMA designated survival item suppliers can submit an expense report for FEMA reimbursement for time spent un-stocking and re-stocking survival items and any damaged product.

So let’s use a hurricane for an example.

Four days out order goes out for households to check their survival supplies. All non essential companies should be asked to close and encourage their employees to evacuate.

Three days out order for FEMA designated supply items to be evacuated.

Two days out mandatory evacuation ordered. All residents must be out of their homes within two hours or they will be considered looters. All gasoline suppliers will have FEMA debit cards to use to pay for fuel citizens do not have funds for.

Coastal units of the National Guard should be supplied with vehicles that can operate on land or water and built to withstand a hurricane six. These vehicles should be positioned into forward positions so they can be deployed immediately as the storm subsides.

It takes a village to leave 10,000 people to starve at the Superdome.

Survival is bottom up not top down.

A baseline has to be established to force these inept and corrupt liberal governments to perform. They don't really care about the people, as evidenced not only with this disaster, but with many other states and issues the liberals pay no attention to, such as their own jobs of running these states and cities their ignorant voters give them responsibility for.

When will the sea of ignorant voters realize, voting liberals into positions of control, GETS YOU THIS!!!

I think it's safe to safe that we will see no such legislation or a wide embrace of this philosophy.

Complain all you want about them but people are going to think that someone should show up in less than a week with some water and MRE's.

Heck, even Wal-Mart did a great job with water distribution and would have done more if they'd been allowed to. Same with Red Cross on distributing (Baptist) food and water. The state screwed them over.

Fellow Freepers:

At the suggestion of writer Michelle Malkin last Friday, I have cobbled together a blogsite called Texas Clearinghouse for Katrina Aid to serve as a clearinghouse for refugee efforts in Texas.

Texas is getting more refugees than any other state -- that's fine, we'll take them all -- but we need help providing them with food, clothing, medicine, and shelter. We need help taking care of their pets, too.

If you are a refugee, you can information that will help you find relief. If you want to donate or volunteer, you can find someone who needs you. Believe me, there are a lot of organizations who need your help.

Right now the site mostly covers Houston, San Antonio, and Dallas but I'm adding more every night. My wife was down at Reunion Arena in Dallas Tuesday handing out care packages and spiritually ministering to the refugees as a representative of her employer. She says that the situation is tragic and that there's a lot of work to be done. There are so many children who don't know where their parents are or even if their parents are still alive.

There are a lot of churches and other organizations in Texas that need help in dealing with the problem and I would appreciate it if you would get the word out.

Many thanks,

Michael McCullough
