"To me it reeks of Nazi Germany and the death squads in Argentina..." No, those guys wouldn't even bother with the search. They'd just give you a quick third eye, throw you overboard and confiscate the boat.
The Coasties might be overdoing it, but you, anonymous boater, are a melodramatic fool.

The traditional American definition of a "navigable water" was that a water was considered "navigable" if a man could pull an empty canoe along it's course at some time of the year.
Please note the specific terminology of the definition, "a man", "an EMPTY canoe", and "at some time of the year" which indicates even seasonal waters and therefore their courses can be considered "navigable".

My guess is it is similar to the pc-standards applied when checking airline passengers. Random searches of the obviously non-profile types so when a true threat is suspected (the logical, understood profile - middle-eastern) a strong, unannounced search can be conducted without giving the ACLU any grounds to win a law suit.
It sucks but ultimately blame the radical muslims, CAIR, and all of the far-left for creating the necessity for this pc-correctness-proof countertactic.

I have a close friend who docks and lives in his 48 foot fishing boat at Moss Landing. He has related some stories about alleged abuses. According to him the CG is not well liked there. My boat is CG certified and I have NEVER had a problem. Of course I'm usually wearing my USN Vietnam Vet ball cap on the boat.
Oh BTW my friend also said that the fisherman "Never" shoot the sea lions ....

Read the article, the fool CONSENTED to being searched. Correction....the fool consented to being boarded...that's when he made the initial mistake...
