Maybe. Maybe not. If it is effective for the present purpose, that's one thing. If military action is not the best means as situations change, that's another. Military momentum is heavy, though, and is hard to reverse, and making the change will bring other consequences.
Well you could slice of Anbar and let them join Syria. The Kurds and the Shia seem to be getting along fine. Slicing off Anbar would merely slice off a bunch of problem causers.

Sir, today Iraqis chose their OWN way. Why is it you have such a problem backing their ability to do so? Why do you act so venomous toward people that are WILLFULLY in the military that stands WITH Iraqis to insure this ability comes to fruition?
You do realize that MORE Iraqis have died in this fight, fighting on the same side we fight on, than have Americans Right?

As for winning, many missions in this campaign have already been won. Taking bagdahd, Iraq as a Whole, Removing the Saddam Regime, cleaning out Fallujah and Najaf, exposing oil for food ( along with France and Russia's reasons for opposing Saddams removal), a REAL parlimentary (allbeit temporary) election, local ministry elections, and now a Constitutional referendum. This adoption is HUGE and will codify the next set of elections as ENTIRELY Iraqi!
We have already WON sir, this is about keeping the victory and moving forward FROM IT. Too bad you cannot see that common sense for what it is.

If you add up the numbers including how many Kuwaiti's and Iranians Saddam caused the deaths of.... the number goes well over a million deaths due to the Hussein Regime of terror.

The problem is that of that remaining 22% were not spread equally across the country; most of those voting no were Sunni. If the 78% in support were uniform across the country, I would have more hope for the long term existence of a unified Iraq. But when two of the groups overwhelmingly accept the plan and one overwhelmingly rejects, I think that there is trouble down the road. Even if we don't break it up now, I imagine the three parties will break it up later.
