In an unusual campaign to hedge their political bets, a coalition of 11 leading environmental groups has quietly drafted a ballot measure asking California voters next year to approve the largest parks and water bond in state history.
The proposed measure, now awaiting a title and summary from California Attorney General Bill Lockyer, would raise $5.4 billion to shore up aging levees in San Francisco Bay's delta, build new drinking water treatment plants, fund flood control, restore salmon runs and purchase new parklands from Monterey Bay to Lake Tahoe to inner-city Los Angeles.

``We're hopeful the governor and the Legislature will respond, and they'll include funding in their bond proposals for those needs. But we are prepared to move forward with this proposal if the Legislature fails to meet the need.''
The environmental coalition is composed of deep-pocketed land trusts and other organizations that campaigned to win passage of the last parks and water bonds, Propositions 40 and 50 in 2002. It includes the Nature Conservancy, California Audubon Society, Save-the-Redwoods League, the Trust for Public Land, Peninsula Open Space Trust and Big Sur Land Trust.
The group will have to raise about $5 million to fund the campaign, and has hired a firm to begin collecting 600,000 signatures in about a month to meet a mid-April deadline, said Rachel Dinno, government affairs director for the Trust for Public Land, in Sacramento.

It must be this one: Proposition 180, Park Lands, Historic Sites, Wildlife & Conservation Bond Act. It was on the June 1994 ballot and failed, receiving 43.3% voter approval. (CALPAW = California Parks and Wildlife)

Cal-Tax opposed the measure because it was drafted without legislative review, was not viewed as the best use of scarce resources, and it would have spent one-time bond money on some ongoing program operations."
From the Jarvis website: "In 1994 we successfully campaigned against Proposition 180 which would have cost taxpayers $3.5 billion to purchase land for special interests. "
It apparently included much more than land, even designating 2% to be dedicated for bike paths.
I agree. My point is that these bonds are being used to fund ongoing day to day items...kinda like paying for ones groceries by refinancing the house...not a sound financial decision IMHO
Truly amazing isn't it? The funny part was that the DFG guy told me that I should look to this list to get a feel for what kind of projects the grant program was funding. I called him back and said "they are funding themselves!"

This scam of the taxpayers and against the counties, their own political subdivisions, has been growing by leaps and bounds through these phony CONservancies in a corrupt process that is loaded with abuse from front to back.
Assemblyman David Knowles once tried to have it audited, but I think the parent agency, CA State Fish & Game, along with it's umbrella agency, the CA Resources Agency all needed to be included in the audit because stuff got sifted and shifted in a New York Minute!!!
Poor Knowles got so shifted and shafted after term limiting out and turning his office over to Rico Oller that he ended up over in the Dept. of Insurance and then had to jump to the CA Earthquake Authority he helped create (when they demonized Quackenbush and drove him out to HI) before eventually being squeezed out of State Government Service entirely... And so it goes!!!

NO! It was Prop 180 that was defeated the year I won election!!! I'll never forget it! I was almost as pleased with it's defeat as I was with our victory in that election!!!

Someday, someway, somebody is gonna find a way to publish quite a news story by following through on the corruption and landgrabbing to make the entire State of CA into the "People's Park!" (Remember when Reagan had to break up that little protest at UC Berkeley?)(That was just a precursor of CA's Commies doing it through the State F&G!!!)

I did do some digging a couple years back regarding a certain individual that just happened to always be in the right place at the right time (having bought bunches of properties that were later deemed desireable to those in charge of public funds--both in Southern and Northern California). Unfortunately, I dumped my hard drive a while back and lost all of that info. I can't even remember the guy's full name! I agree--HUGE.
