"Arlen Specter, Republican chairman of the Senate judiciary committee, said on Wednesday he was drafting legislation that would require the administration to seek a ruling from a special US intelligence court on whether the spying programme was legal."
I wonder if the President will sign or veto that legislation.

That's what I was wondering. If the Rats and Rino's got something passed and the President refused to sign it then the Congress has no power to force anything.

If the Rats arguments held any water then because FISA has no exception clause for Presidential Authorities then FISA becomes unconstitutional because it can't trump the constitution without a constitutional amendment. Jimmy Carter couldn't handle his obligations so he tried to pass it to the Judiciary.

Hogwash. It's not domestic surveillance and it's not being targeted at Americans.
It's been clearly stated by the Administration over and over again that this program ONLY deals with cases in which one party is international and in which there is reason to suspect that the communication is terrorist related.

The President is giving the Rats a little breathing room in order to allow themselves to squirm away from their previous allegations. I'm pretty sure there's something the President wants in return like permanent tax cuts or Patriot Act without exclusions?
