I once had an idiot boss who used that method. He prided himself on being able to make decisions on complex matters. He was consistently wrong, but that didn't seem to matter to him - what was important to him was that he was making important decisions, not the (predictably bad) outcome of those decisions.

I actually agree with the author to some extent. People shouldn't discount their inuitive abilities. They're there for a reason.
