The Iraqi government had no control of the territory in question, and governments are traditionally loath to admit that to be the case, so that's the most likely reason for any reticence to acknowledge the fact.
I'm not sure this is news though, I thought it was widely known that Zarqawi was in Kurdistan with Ansar Al Islam from 2002.
