CII wants all borders sealed, FATA under state control

* Suggests intelligence agencies be strengthened
* Development projects should be carried out without discrimination

By Mohammad Imran

ISLAMABAD: The Council of Islamic Ideology (CII) has made 22 recommendations to the government on how to end terrorism in the country, along with the recommendation that incidents of terrorism should not dubbed as jihad.

These proposals were compiled by the CII in its recent report, based on the findings and recommendations of a dialogue titled ‘Islam and Terrorism’ which was attended by a number of scholars and experts.

The CII recommended that all camps training militants or terrorists should be shut down immediately. It says that an overall review of intelligence organisations including the Federal Investigation Agency, the Intelligence Bureau, Inter-Services Intelligence and Military Intelligence should be conducted and these organisations should be strengthened to eliminate the political-backing of terrorists.

It recommended that all Muslim countries adopt a joint strategy to combat terrorism and a special committee of experts on terrorism be formed at the Organisation of the Islamic Conference level.

The CII proposed that an agreement should be made between clerics belonging to different sects and foreign involvement in this regard should be stopped.

It said that protest gatherings and rallies should be restricted to specific areas and no one should be allowed to preach outside mosques and immambargah.

It recommended that religious and racial discrimination be eliminated and the violation of human rights be stopped.

The participants were of the view that if the political system was strengthened, development works were carried out without discrimination and people had job opportunities, terrorism and militancy would decline. The report also recommended that all borders of the country be sealed and the Federally Administrated Tribal Areas be brought fully under state control.

It recommended that a council of intellectuals, researchers, bureaucrats, military officials and criminologists be formed at the SAARC level which would investigate causes of terrorism.

The dialogue also recommended that the Interior Ministry issue licences to private detectives on individual and organisation basis. It also recommended that anti terrorist courts be strengthened.

After reading about "All Borders Sealed" in the title I realized this story was not about the US.

PAKISTAN: Islamic Ideology Council rejects Hasba Act

***********************************************

This report does not necessarily reflect the views of the United Nations]

ISLAMABAD, 18 Aug 2004 (IRIN) - Pakistan's leading religious affairs advisory body, the Council for Islamic Ideology (CII), has rejected the proposed 'Hasba' legislation, prepared by the provincial government of Pakistan's North West Frontier Province (NWFP) for the implementation of Shariat law, an English-language daily has reported.

According to the 'Daily Times' on Sunday, the CII "reviewed the Hasba Act on Thursday and rejected it." The CII has also proposed the establishment of the provincial and district ombudsman's office for the provision of justice to the people, the main concern of the NWFP provincial government, according to the newspaper.

The CII is a 12-member federal advisory body constituted under the 1973 constitution of the South Asian nation, which advises on the conformity of legislative proposals and executive administration to Islamic principles.

Khalid Masood, chairman of the CII told IRIN that the council had discussed the matter but declined to comment on the recommendations.

"The governor of NWFP had asked the council to review the proposed law and we have forwarded our recommendations, but our position is only advisory and we can't express our own opinion over any issue," Masood said.

The proposed legalislation of the 'Hasba Act' - introduced last year by NWFP's conservative religious government - seeks to establish a new department of vice and virtue and recommends the enforcement of Islamic laws in the province in almost every field including education and the judiciary. The law reportedly intends to end bribery, obscenity and other social evils.

Civil society groups have been raising concerns over moves by the provincial government to introduce Islamic laws in the province. Recently the government revealed a plan to shut public and private offices during prayer times.

Meanwhile, the provincial governor of NWFP was approached to comment but he declined.

The CII has been addressing several issues in the past and sends its recommendations when asked by relevant parliamentary committees.

President Pervez Musharraf had asked the council earlier this year to review a variety of discriminatory laws against women to which the council is preparing its recommendations.

In June 2003, NWFP voted to give Shariat precedence over secular provincial law.

According to the BBC, critics fear a re-run of life under the Taliban, the Islamic hardliners who ruled Afghanistan, while supporters say it will curb obscenity and protect human decency.

Hardliners have been cracking down on activities they consider un-Islamic since an alliance of religious parties swept to power in NWFP in October 2002.

Perhaps GWB's recent visit is bearing fruit. Providing the recommendations by this CII is for real. It seems a bit silly that it has to recommend such measures to the government, such as an immediate shut down of terrorist camps. In any case, it won't be the first time some Islamic organization steps forth with common sense ideas only to show no action other then presenting hollow words. Guess time will tell if the Paki clerics are indeed joining the government in an attempt to eradicate terrorism within their ranks.

the Mosques....perhaps where the Immahs live....Google didn't really answer that for me.

"Wonder if Al-Queda is looking for a new home:"
Makes on wonder. One things for certain, many of them would miss the refuge provided by rugged mountain ranges such as is the case in Afghanistan and Pakistan.

Understand. Have various topos. But the ranges are nothing like we see in A & P. Notice the location of the mountain range in question. It is along the northern coastal area.
Most of the country is composed of arid plains and hill country. If Al Qaeda where to set up HQs in the coastal mountain range, they would be exposed to Navy/Marine and Army aircav.
