That is exactly why I would never move into a community ruled by an HOA. By the same token, I would never move into an historic area that is run by a "historic commission" or any derivative thereof. People allow themselves to be deluded into voting to become a historic area by his state historic commissions promising all kinds of stuff. Once you are so designated, you no longer can even change the color of your fence or repair a door without having plans drawn up and going through all kinds of approval.
People say "Oh if you are a historic area, people can't come in and build a barn next door." My reply "If he owns the property, he can build whatever he wants."

Here in Orange County, CA that'll set you back about $450K and your landlord comes by twice a week and turns your house upside down, so get cheap furniture.
