Afghanistan Calls for Crackdown at Border

Pakistan needs to do more to crack down on terrorism along the Pakistani-Afghan border, a spokesman for Afghan President Hamid Karzai said Tuesday.

Rahim Karimi said in the news conference that Afghanistan need greater "cooperation" from both its eastern neighbor and the international community in its battle against Islamic militants.

Coalition and Afghan forces have in recent days been fighting fierce battles against Taliban fighters near the Afghan-Pakistan border.

Homeland Security Takes First Step To Seal Massive Cross Border Tunnel


SAN DIEGO - The Department of Homeland Security took the first step today to begin sealing the nearly half-mile long cross-border tunnel discovered three months ago linking warehouses in Tijuana, Mexico, and Otay Mesa, California.

Agents with U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection Border Patrol (CBP Border Patrol) stood by as a private contractor hired by the Department excavated a small section of the tunnel and poured in a cement plug, closing the passageway where it crosses the international border. The next step is the larger task of filling in the entire tunnel on the United States side with concrete.

Today’s action is the latest development in a case that captured national and international media attention. The tunnel was first discovered in late January as a result of a long-term, multi-agency investigation by the San Diego Tunnel Task Force, made up of agents from ICE, CBP Border Patrol, and the Drug Enforcement Administration. The mineshaft-like passageway is one of the largest and most sophisticated tunnels ever uncovered along the U.S.-Mexico border.

ICE’s investigation into the cross-border tunnel continues. So far, one suspect has been arrested in the case. Carlos Eugenio Cardenas-Calvillo, 44, who worked at the Otay Mesa warehouse that concealed the tunnel’s U.S. entrance, is charged with conspiracy to import a controlled substance.

“This tunnel not only poses a security threat, it is also a safety hazard, which is why we are taking steps to seal it permanently,” said Miguel Unzueta, special agent in charge of the ICE office of investigations in San Diego. “But while the tunnel is being closed, I want to emphasize that our investigation is still very much open and ongoing.”

The Tunnel Task Force is using an array of high-tech equipment and intelligence information to pinpoint the location of underground passageways along the border in the region. Since 9/11, federal authorities have discovered more than 20 cross-border tunnels along the U.S.-Mexico border in California and Arizona.

Four Brazilians sentenced for document fraud scheme
Transported illegal aliens to Michigan to obtain fraudulent driver’s licenses


DETROIT -- Three members of a driver's license fraud ring were sentenced here today after pleading guilty to transporting illegal aliens for the sole purpose of fraudulently obtaining Michigan driver's licenses, announced U.S. Immigration and Customs Enforcement (ICE), Special Agent in Charge Brian M. Moskowitz.

Fabiano Caneva, 27; Nelson Domingues, 41; and Fabiano Cesilla, 26, all Brazilian citizens, were sentenced here today before U.S. District Judge Victoria A. Roberts. Caneva was sentenced to 37 months in prison; Domingues will serve 33 months in prison; and Cesilla was sentenced to 27 months in prison. In addition, Hugo De Souza Faria had already been sentenced in December to 16 months in prison. Faria has since been deported to Brazil. ICE will deport all the defendants after they serve their prison sentences.

The ICE investigation showed that from June 2003 to June 24, 2004, the defendants were involved in an ongoing criminal enterprise where they transported illegal aliens, primarily from the East Coast of the United States, to the State of Michigan for the sole purpose of fraudulently obtaining a Michigan driver's license.

ICE agents investigating the case determined that Caneva and Cesilla produced and sold counterfeit driver's licenses, birth certificates, and marriage certificates from the following countries: Brazil, Ecuador, Guatemala, Mexico, Uruguay and Portugal.

Caneva resided in Cliffside Park, N.J., at the time of his arrest. Domingues, of Detroit, Mich., has been a permanent resident in the United States for 19 years. Caneva and Cesilla both lived in the U.S. illegally.

All three pleaded guilty today to the following charges:

Count 1: Transport of Aliens within the U.S. for Commercial Advantage and Private Financial Gain, Aiding and Abetting;
Count 2: Conspiracy to Transport Aliens within the U.S. for Commercial Advantage and Private Financial Gain;
Count 3: Conspiracy to Transfer False Identification Documents
Count 4: Transfer of False Identification Documents;
Count 5: Mail Fraud, Aiding and Abetting;
Count 13: Forfeiture of Property Constituting or Deriving from Proceeds of Crime
In addition, Caneva also pleaded guilty to the following counts:

Count 7: Possession of Five or More False Identification Documents with Intent to Unlawfully Use and Transfer, Aiding and Abetting - punishable by up to three years in prison and / or $250,000 fine;
Count 8: Possession of Document Making Implements with Intent to Use in the Production of False Identification Documents, Aiding and Abetting - punishable by up to 15 years in prison and / or $250,000 fine.
Domingues also pleaded guilty to Count 6: Conspiracy to Smuggle Aliens into the United States.

For a fee, Fabiano Caneva, Hugo De Souza Faria, Fabiano Cesilla, Cleverson De Oliveria, and Nelson A. Domingues provided their illegal alien customers with fraudulent identity documents from foreign countries, which were then used as documents by each customer when applying for a Michigan driver's license.

They also provided their customers with residential addresses in Eastern Michigan to use on their driver's license applications. As a result of the fraudulent applications, officially issued Michigan driver's licenses were mailed to addresses in the Eastern District of Michigan over which the five-member team had dominion and control. Often, tens of licenses would be sent to the same address. Once the licenses arrived, members of the conspiracy took them to their customers who had returned to the East Coast of the United States.

Caneva began his involvement in this illegal enterprise about June 2003. At that time Cleverson De Oliveria was in charge. De Oliveria basically owned this illegal business. Caneva and Hugo De Souza Faria worked as drivers for De Oliveria, transporting illegal alien customers to Eastern Michigan where they would fraudulently obtain their Michigan driver's licenses. Often, the documents submitted with the license application were counterfeit foreign identity documents that were provided by Fabiano Cesilla who utilized his computer skills to make the fraudulent documents.

On or about January 2004, Cleverson De Oliveria sold the criminal enterprise to Fabiano Caneva and Hugo De Souza Faria. Defendant Caneva managed the illicit proceeds from the operation and kept detailed records. Caneva and De Souza Faria continued driving illegal aliens to Michigan where they personally assisted their customers in completing applications for Michigan driver's licenses. Fabiano Cesilla continued to provide counterfeit foreign identity documents to Caneva and Faria, which he would manufacture on various computers. Domingues continued providing addresses for customers to use in the scheme. At times, Domingues also provided a physical location for manufacturing the counterfeit foreign identity documents that were used as predicating documents to obtain the Michigan driver's licenses.

"An identification document is often the key to establishing a fictitious identity in order to obtain benefits and facilitate criminal or terrorist activity," said Brian M. Moskowitz, special agent-in-charge of the ICE Office of Investigations in Detroit. “We will not tolerate the use of fraudulent driver licenses and other fabricated government documents. We will continue to apply all resources available to stop individuals from abusing our system."

During the course of the conspiracy, Caneva, Domingues and Faria agreed to begin smuggling persons from South America, through Mexico, and into the United States. Once in the United States, Caneva, Domingues and Faria planned to bring these new customers to Michigan to obtain a driver's license. In essence, they sought to provide illegal aliens "one-stop shopping" for being smuggled into the United States and unlawfully obtaining a driver's license once here. Domingues traveled to Mexico to make arrangements to expand the business in this manner.

U.S. Attorney Murphy commended the outstanding cooperation and teamwork in Southeast Michigan and Newark, N.J., among the U.S. Immigration and Customs Enforcement, and the U.S. Postal Inspection Service. "Without their dedication and commitment, these defendants would never have been brought to justice," said Murphy.

"We are pleased to see this case move forward," Michigan Secretary of State Terry Land said. "Today's action sends a strong signal to those considering use of fraudulent documents to obtain a Michigan driver's license. I applaud the U.S. Attorney's Office and ICE for their work as it will help combat identity theft and protect against threats to the overall safety of our state and nation."

ICE will continue the search for Cleverson De Oliveria who remains a fugitive.

Assistant U.S. Attorney John Freeman prosecuted the case. The U.S. Postal Inspection Service assisted ICE with this investigation.

Iraq docs show U.S. right on war

In the conventional wisdom, it is now believed that Saddam Hussein did not have weapons of mass destruction when the U.S. invaded three years ago, nor did he have ties to terrorism. If a massive collection of recently-declassified Iraqi government documents provides truthful insight into Saddam’s regime, this conventional wisdom is completely wrong, and war was justified.

The task of translating the vast trove of documents – millions of pages of Arabic text – has largely fallen into private hands. Several of the documents point to ties between Al Qaeda and Iraq, as well as terrorist ambitions by Iraq not connected to Al Qaeda. According to ABC News, one document describes a Saddam-approved meeting between Osama Bin Laden and a representative of Hussein’s government on February 19, 1995.

In the meeting, the two discussed "carrying out joint operations against foreign forces" in Saudi Arabia. While no agreement to launch attacks was made at the first meeting, the two parties were supportive of a terrorist partnership.

Also, in a November 22, 1999 document addressed to the intelligence director, the Iraqi “senior chemist” notes that the budget for the year 2000 included a plan to train “Arab fedayeen,” code for foreign terrorist fighters. A 2003 memo just prior to war discusses a recommendation to use Saddam-financed foreign fighters as suicide bombers. In an April 4, 2003 wartime document, Saddam orders that these foreign fighters be treated the same as real Iraqi fighters in terms of pay, so at least some of the recommendation to support foreign terrorists was approved by Saddam’s government. In terms of Saddam’s ties to terrorist attacks outside Iraq, a March 2001 document contains a military general’s order to find “volunteer[s] for suicide action to liberate Palestine and strike American interests.”

This document proves Iraq had terrorist ambitions against the United States long before the war. It supports the claim of Russian President Putin that Iraq was planning a terrorist attack against America prior to the 2003 conflict.

What about weapons of mass destruction? Though fewer documents have been translated describing WMD programs, some have been translated and support the idea Saddam had active WMD programs (effectiveness unknown) until the war. Nuclear-wise, a 2002 Baath Party document highlights a meeting that year between Iraqi nuclear scientists and Saddam Hussein himself and mentions his Atomic Energy program, a euphemism for nuclear weapons program. Also, several other memos from 2001 and 2002 describe another nuclear project, the building of a nuclear reactor based on the destroyed TAMUZ reactor. The project was stopped right before United Nations weapons inspectors arrived.

Another document describes the destruction of documents related to Saddam’s nuclear program. The 2002 document records the destruction of the primary archives of the Atomic Energy Commission just prior to UN weapons inspectors coming to Iraq. Another memo describes the relocation of sensitive WMD documents from the Iraqi National Monitoring Agency in 2002. The memo refers to “special equipment,” which was one word the Iraqi government used to refer to chemical weapons in previous documents.

The other word used to describe chemical weapons was “special ammunition,” and the term appears in a March 2003 memo detailing the movement of weapons from a depot in Najaf to one in Baghdad. The type of shells mentioned in the memo, 122 mm, 130 mm, and 155 mm, have been used in the past by Iraq for chemical weapons. The “special ammunition” designation only makes sense as well if the shells (which are nothing special as conventional weapons) have a special type of contained explosive, and that most likely was chemical weapons. The same document states the weapons were to be transferred to a suspected chemical weapons site, Al-Musayyib.

The evidence for Saddam’s terrorist ties and WMD programs is much stronger with the release and translation of these documents. Conventional wisdom about Iraq may yet turn out to be incorrect.

Relatives of those aboard the plane were gathering at the Yerevan, Armenia, airport for a charter flight to Sochi later Wednesday morning. The plane broke up on impact with the water, and wreckage was thrown into a wide arc, Kubinov said. Salvage workers said the fuselage was recovered at a depth of nearly 1,500 feet.

Just another sign of the times. Used to be that folks in the military spirited out items for a rainy day when the feared and legendary Big Brother or a tyranical government went for a power grab. I know SpecOps guys who still have miles of det-cord and some C4 or other toys languishing in cabins and in caches all over the place....just in case... So it was inevitable that the gangs would come up with the same mindset. Doesn't make them any deadlier though. That's like saying that having a voltmeter makes you a certified electrician. Having the firepower is one thing. Using it in a team situation overseas is another...but simply giving an M60 or a couple of grenades to the boys in da' 'Hood and saying okay, now we got us a killer team.... is quite something different entirely....

Mexico to Legalize All Drugs

MEXICO CITY - Mexican President Vicente Fox will sign into law a measure that decriminalizes the possession of small amounts of marijuana, cocaine, heroin and other drugs for personal use, his spokesman said Tuesday.

Spokesman Ruben Aguilar defended the law, which was approved Friday by Mexico's Senate, despite criticism in the United States.

"The president is going to sign this law," said Aguilar, who called the legislation "a better tool ... that allows better action and better coordination in the fight against drug dealing."

"The government believes that this law represents progress because it established the minimum quantities that a citizen can carry for personal use," Aguilar said.

Under current Mexican law, judges can drop charges against people caught with drugs if they can prove they are addicts and if an expert certifies they were caught with "the quantity necessary for personal use."

The new bill makes the decriminalization automatic and drops the addict requirement — automatically letting "consumers" have drugs.

Though police will still be able to detain people for public consumption or possession of drugs, it appears those caught could only be referred to a treatment program or have their names added to a registry.

On Friday, San Diego Mayor Jerry Sanders said he was appalled by the bill.

"I certainly think we are going to see more drugs available in the United States," Sanders said. "We need to register every protest the American government can muster."

Under the new law, consumers may possess up to 25 milligrams of heroin, 5 grams of marijuana (about one-fifth of an ounce, or about four joints), or 0.5 grams of cocaine — the equivalent of about four "lines," or half the standard street-sale quantity.

The law also establishes allowable quantities for other drugs, including LSD, ecstasy and amphetamines.

The bill maintains criminal penalties for drug sales.

ABC News has learned that the Department of Homeland Security has alerted U.S. mass transit officials to "suspicious videotaping" of European rail systems that point to a continuing terrorist interest in targeting mass transit and "possible surveillance or pre-operational planning."

According to a short unclassified infrastructure security "private sector note" released Tuesday, May 2nd, DHS says a 17 minute hand held videotape by one foreign national detained in November in a major European city included footage of several stations, two routes and the interior of one "subway car." None of the footage was of tourist attractions. Information from a second suspicious videotaping, also in November 2005, was factored into the one page private sector note.

"Two incidents of suspicious videotaping of a European mass transit system in the last 120 days provide indications of continued terrorist interest in mass transit systems as targets, and potentially useful insight into terrorist surveillance techniques," DHS said.

The contents of the 17 minute tape that appeared suspicious included the recording of station signs from inside a moving train, shooting footage of the rail car and station platform ceilings and recording trash can and stairwell locations. This footage seems to mesh with known techniques and elements of prior casing reports of planned and executed terrorist plots including the London bombing and plots against the New York City subway system...

Just my own personal hunch: A shot against our mass transit has to be part of a follow on attack to a much more spectacular 911 style attack or this is a diversion altogether. Even a Madrid style attack isn't quite big enough to equal 911 in the minds of most Americans. Surprise was the big factor in 911. Now the terrorists have to substitute shock & awe because many Americans would be unsurprised in the event of another attack. So, it's gotta be much BIGGER than 911 to make the same impression as 911 itself.
