Did I consult my neighbor first?
For the last fence that I built, I did. I was expecting that the neighbors might be willing to split the cost. They would not and they did not want the much older Cedar fence replaced with block. I built it anyway and gave them a vote on the color and treatment of the block on their side. Soon after it went up, the husband came over with a some cash, which represented good faith on their part.

When Lou Dobbs reported this last minute provision, (that we must consult Mexico before erecting any fence on OUR side of the border!) he was said he was "breathless" at this willful surrender of American sovereignty.
He also said that he was astonished that the Senate could be so utterly oblivious and contemptuous of the views of the American public which overwhelmingly demands border security FIRST.
Our only hope is that House won't compromise too much. If any havn't done it, it's time to call and write your representative.

It most certainly does. Consult=permission, that's what it means for the Nature Conservancy, the ACLU and every other liberal organization. Speaking of the NC, wait until you figure out their plans for MN, WI, MI, NY, and OH.
The funny thing is, when the GOP takes the sucker bet and is voted out of power this Nov, Speaker Pelousy and Senate President Reid is going to impeach and throw this whole miserable bunch into prison anyway. Jorge Dos, for all his efforts to suck up, will be the first impeached president actually removed. Start the tiny violins.

As we write, Vicente Fox is in California urging his citzens,and our illegals, to mobilise. Since he and Bush both support the amnesty bill passed by the Senate, I think they should make joint appearances.
Perhaps they can hold a joint press conference and announce that both governments have decided to cancel the 1848 Treaty of Guadalupe Hidalgo.
But what's the point -- they're getting the territory back step by step and block by block anyway. Perhaps Bush will propose to Congress that we pay reparations for "stealing" the land.
And also, as part of the package, see what the original $15 million would be today at compound interest since 1848!

That provision was in the "Manager's Amendment Package" that contained, "numerous amendments that had been agreed upon in advance" (and that apparently not many knew about).
Kyl took to the floor and was given a minute to explain that one provision before the vote on the package.

I do not know what dictionary you use, but "consult" does NOT equal permission as far as Merriam Webster is concerned. It means getting their advice or opinion. I sometimes get the advice of people and find myself not taking the advice. I have still "consulted" them.
It does not matter what it means to the ACLU or the Nature Conservancy, either.
It DOES matter what it means to Federal judges. That is why it is so important to get more conservatives on the benches.
