As someone who dealt personally with FEMA personnel in the immediate aftermath of Katrina and for months thereafter, I refuse to subscribe to the notion that just removing FEMA from DHS would fix the agency. Nor do I believe the common assertion that FEMA was the epitome of responsiveness and efficiency before it became part of DHS. The fact is, Katrina was unprecedented in so many ways. After dealing with the numerous arrogant, sullen and cynical FEMA personnel over a period of months, I am not willing to drink that Kool Aid...
