Document ISGQ-2003-0044 ISGQ-2003-00044390 390 contains a November/27/2002 Top Secret and Urgent memo from the Baath Party Command in Fallujah and in relation to another letter from the office of the Presidential Secretariat (Saddam Hussein Personal Secretary) and it is addressed to all the People Commands in the Anbar Province (The Western Desert) asking them to watch for Americans or Zionists (Israelis) forces that can potentially bury prohibited materials, WMD, in the Anbar province so it will frame Iraq and find an excuse to punish Iraq according to the memo.
The Anbar province which is the hot bed of the terrorists insurgency in Iraq has been always a suspect area where Saddam Regime could have potentially hidden and buried their WMD or the Precursors prohibited materials to make WMD. This memo may be nothing but a ploy by Saddam Regime so that if the UN inspectors (UMMOVIC) who have re-started their inspection missions in late November 2002 happen to find WMD in the Western Desert of Iraq, Saddam Regime would have blamed the US and its allies for burying it there.

Obviously, this is a precursor to the bad guys being able to say the weapons, if in fact they are there and discovered, are planted.
Unfortunately for them, I believe the technology exists to determine the origins and pedigree of anything of this nature.
Should anything be found, this may be a great demonstration to the now defunct Baathists of the old adage "be careful what you wish for."

OPINION: It's been my experience that when a new poster signs up to post on an old thread; it's because he/she has been using a search engine (usually Google) to search certain terms.
So, let's look again at what question Reemah answered.
"Is Hamid Mushsen Ali a different person from the Arab League Ambassador to Britain, Ali Muhsen Hamid?"
Looking at the question, I speculate that Reemah was looking at one or more of the following search terms via a search engine. The search terms are "Arab League" or "Arab League Ambassador" or "Ali Muhsen Hamid."
