Seventy years ago the city began giving the Sea Scouts a free berth at its marina in exchange for rip-rap from a Scout-owned quarry. The Scouts argued unsuccessfully in California that the city had denied them their constitutional right to freedom of association.
Huh? Why are the Scouts arguing free association when the city is in breach of contract? When the city offered a perpetual berth in exchange for the rip rap, I'd bet that there was no provision for a change in the deal.

riprap is little stones all broken up... Wrongo. It's chunks that weigh over a ton used in a breakwater for the marina. The rock locks together and dissipates wave energy between the chunks. Big rock like that is expensive too.

They have stopped using old cars, but now they use rocks that are in wire containers, to do the same thing. Those are Gabion baskets, not rip-rap.

Rip Rap is vollyball size or larger rock used to stabalize stream banks.
Before it was crushed, gravel is riprap size

Actually, you size the rocks to the kind of water current you want to resist.
Riprap for ocean waves is bigger. I grew up inland we had lakes, ponds and smallish creeks, and our riprap was smaller, sized appropriate to resist the flow.
I looked it up after posting yesterday. Learn something new every day.
