I'm not up to snuff on LOTR. What does the ring do and say?
How do you "resettle" an area you have never previously inhabited?

I have no idea what the ring says. I haven't read the Tolkien series since I was in college a hundred years ago, and I didn't go see the movie series.
I does make the wearer incredibly powerful.

Since this image is 800 by 616, the specifiers will render it at a quarter of its original size (1/2 x 1/2), like so:

I checked the properties, and it is now 400 by 308, so use:

So basically I check 'Properties' for the size, and halve the numbers if I wish to halve the image?

Agree! The shadows of the ring finger don't match.
Either that, or run it through some photo editing program where you can reduce the size. You can then save it to any number of free photo hosting sites like imageshack or photobucket and link it from there.

Mexico is 108 million people. If you made mid-size states out of it, there would be 20 or 30 states. This would be trouble in the Senate if the Mexicans stay with the Dems.
That's it, if you wish to render it a quarter of its size. To make it 1/2 its size, you'd need to divide the numbers you find in properties by the square root of 2.
