Bill Would Remove Grounds for Impeachment, Bush Critics Suggest By Susan Jones CNSNews.com Senior Editor September 19, 2006

(CNSNews.com) - A bill now pending in the Senate would make the Bush administration's enemy wiretapping program more practical and flexible, removing all doubt about its legality. But that worries some of Bush's fiercest critics.

According to one anti-Bush group, the bill "would pardon President Bush for breaking the law by illegally wiretapping innocent Americans without warrants."

MoveOn.org's political action committee has accused Sen. Arlen Specter (R-Pa.) of caving in to pressure when he introduced a bill that "justifies everything the president did."

The group quotes Sen. Patrick Leahy (D-Vt.) as saying that Specter's bill would "immunize officials who have violated federal law by authorizing such illegal activities."

MoveOn.org notes that Democrats and some Republicans are "holding strong" against Specter's bill, and the liberal advocacy group is urging Bush opponents to sign a petition "opposing the Republican move to pardon President Bush for breaking the law."

In his weekly radio address on Saturday, President Bush urged Congress to "modernize" the nation's electronic surveillance laws.

Bush says the NSA wiretapping/surveillance program allows the U.S. to "quickly monitor terrorist communications between someone overseas and someone in America," and he says it has helped prevent attacks on U.S. soil.

If the President did something illegal now, he could still be punished for it later even if what he did later became legal. If they think they can make a case now, they should do it now though.

Just so I know what to expect, is the opposition party now going to demand the impeachment of every President who gets elected for as long as America exists? On the plus side, I guess if we distract the President from fighting terrorism with this kind of pointless political tantrum-throwing, America will soon cease to exist, so I won't have to put up with it very long.

But can they name just one "victim"? Hummm? I guess it's kind of like all those minority voters who were somehow disenfranchised. There's so many of them, but no one can come up with a name.

All I can say "IS" impeach President Bush if you can...

For the entire time that President Bush has been President all I've heard from DIMS is that he (G W Bush) SHOULD be impeached, what the F "IS" the problem with you DIMS that you haven't been able to do it even to this very day?

This really ticks me!They(dimdums)keep saying,"innocent americans".PROVE IT!Show me one of these innocent americans including name,place,circumstance,etc.Not one has filed a lawsuit yet either.This is just one more example of(dimdums)trying to help terrorists!Best friends Al-Qeada ever had.

Read 5.1.b.2

5.1. (C xxx) The Director, NSA, will consider requests to collect the communications of U.S. persons, or communications that refer to U.S. persons, only if one of the following criteria is satisfied:

a. The U.S. person has given consent and has executed the consent form as set forth in Annex I. Once the consent form has been executed, the Director, NSA, may authorize the collection. The Director, NSA, shall notify the Anorney General of each consensual collection.
b. The U.S. person is a foreign power or an agent of a foreign power. The purpose of the collection must be the acquisition of foreign intelligence or counterintelligence. It is also necessary that the information be unobtainable by less intrusive techniques. In this case, the Director, NSA, may:

(1) Submit an application for the collection in accordance with the FISA when the U.S. person is in the United States and the communications sought are those of that U.S. person (see Annex A).
(2) Request the Anomey General to authorize collection when the U.S. person is outside the United States, when the U.S. person is in the United States and only communications that refer to that person are sought, or when a U.S. person as defined in Section 3.31.b. is in the United States

(3) Authorize the collection if an emergency situation exists and the U.S. person is outside the United States.
