When I was in the Community there were always dissenting views to a majority assessment like the NIE-
Decisionmakers were always presented with the positions as reasoned out by all sides who presented their recommendations.
But at the desk of the POTUS- the buck stops and he makes the decision which way to proceed.
If we Americans don't like his decisions, then we go to our polling places on 2 November every 4 years and overthrow him.
Bush has always chosen the course of action most likely to secure the US against future 9-11 or greater catastrophes.
Clinton always chose the course of action most likely to not make waves so he would get re-elected.
Funny, but before 2001, I do not remember this huge industry of think tanks, publishers and talking head shows created to fund a comfortable retirement and aura "professional expertness" to those who held minority Intel Community views (usually failed views rejected time and time again over two previous administrations).

Why hasn't the DOJ & the Whitehouse convicted any of these leakers? It is beyond the time the DOJ sends the responsible persons to jail for 10 years for each instance of leaking classified info. (as the law states)
Until they get tough and find some of these people, I find it hard to feel sorry for any of the damage that has been done.
