Timing of this might be intentionally in close proximity to this upcoming election ?? President Bush has limited political capital to get Congress to fund 'The Wall' (with all the other things he has on his plate) and it was timed for now to assist in the election???
As for this 'Mexican Foreign Minister' does he have a mail address that American Citizens could address letters whose first lines should be 'Go **** Yourself'..........

So glad you posted about this. I could hardly find articles out there about the fact that The President signed the Department of Homeland Security Appropriations Act yesterday.
This is much more important than Foley......though if the dems gain control of congress we are all doomed when it comes to National Security and the defense of our country.

4. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

The above quote is from the White House website. It seems to be a clear statement of the current Administration's intent on border issues.
