The Port Aurhority later said it was not a big deal because after all, the manifest accurately reflected the contents ("electronic parts") and the driver had a real CDL.

My question is why the specificity. Traces of explosives could be a false alarm, but they said traces of C4, which I assume could not be narrowed down without further testing?

The box/device was being loaded onto a cruise ship scheduled for four day cruise starting later. The sensor caught it as having C4. They tested it five more times with positive reactions each test. They then brought in a bomb sniffing dog that did not react to the box. So there is confusion. Miami-Dade bomb squad is on the way.

No knowledge as to the status of the cruise, if any passengers were on board, etc.
