Details of competing global warming plans in the U.S. Senate

Here are key points of three different global warming bills introduced in the U.S. Senate:

"Electric Utility Cap-and-Trade Act," by Sen. Dianne Feinstein, D-Calif., and Tom Carper, D-Del.

-Applies to the electricity sector, which accounts for 33 percent of all emissions.

-Seeks to cap greenhouse gas emissions from the sector at 2006 levels in 2011 and 2001 levels in 2015. By 2020 emissions would be reduced 25 percent below where they would be expected to be that year without action.

-Sets up cap-and-trade system allowing affected utilities to buy and trade "credits," each representing one ton of carbon dioxide. The credits would be allocated based on emission reduction goals in the bill and utilities exceeding their allotment would have to buy credits from other utilities or offset credits from carbon-reduction programs.

-The Environmental Protection Agency would auction off some credits each year with money going for developing new low-carbon technologies and mitigating the effects of climate change.

-Establishes scientific panel to make recommendations to EPA every four years on reduction rate.

"Global Warming Pollution Reduction Act," by Sen. Bernie Sanders, I-Vt., co-sponsored by Sen. Barbara Boxer, D-Calif., Sen. Ted Kennedy, D-Mass., and others.

-Requires emissions to be reduced to 1990 levels by 2020, with levels decreasing every 10 years until they reach 80 percent below 1990 levels in 2050.

-No cap and trade.

-Establishes emission standards for cars and vehicles.

-Includes requirements for use of renewable energy technologies; 20 percent of electricity to be renewable by 2020. Use of renewable fuels also mandated.

-All power plants built after 2012 would have to comply with mandatory greenhouse gas emission standards. By 2030 those standards would apply to all plants no matter when they're built.

-Applies low-carbon standards to coal requiring 0.5 percent of electricity generation from coal to be low carbon by 2015, growing to 5 percent in 2020.

-Institutes energy efficiency standard to require reductions in energy consumption.

"Climate Stewardship and Innovation Act of 2007" by Sens. John McCain, R-Ariz.; Joseph Lieberman, I-Conn.; and Barack Obama, D-Ill.

-Aims to return emissions to about one-third of 2000 levels by 2050.

-Sets up cap-and-trade system. EPA administrator to set up system for distributing credits, and for borrowing and trading, to reach emissions reductions levels set out in bill.

-Establishes national greenhouse gas database to track and analyze emissions.

-Alternate means of compliance are established including letting companies earn cap-and-trade credits by participating in emissions-reductions programs in other countries.

-Companies that reach emission goals ahead of time would be rewarded with additional credits.

A radio commercial in my city is of O'Reilly saying that global warming is real and not to believe right wingers who deny global warming.

I propose a cap-and-trade market for Democrats, who can keep their mouth shut or pay for a ton of hot air. Planting trees is merely a futile gesture.

Global warming is a fact.. period.

What has caused it is the question.

Some think it is mankind and varied industries and all the emissions and pollution associated with them. To a limited degree , those may be minor contributing factors but a more thorough and honest review of the historical and geological record indicate otherwise as to what major driving force is behind global warming.

One need look no further than to the sky and the big behemoth of a sun which acts as a core heating element and heats the earth like an egg incubator is heated by heat lamps.

What the 'experts' fail to acknowledge is that global warming is part of a cosmic process that existed long before man ever walked the earth much less sought to harness its resources for its own advancement.

That bloviators weigh in as they do does little to diminish that fact. They contribute little more than hot air to the mix, imo.

Seems to me that if we give them enough global-warming / abrupt-weather-change yarn to play with, they'll leave the really important stuff alone and won't be messin' up our lives otherwise.
