Senior Taliban leader held in Pakistan

Pakistani security forces have captured a high-ranking Taliban leader in the southwestern city of Quetta, a senior security official and Taliban sources said late Thursday

The capture of Mullah Obaidullah Akhund marked the first Pakistan arrest of a senior leader of the Islamist militia since it was driven from power in Afghanistan in 2001 when thousands of its fighters fled into Pakistan.

The security official and Taliban sources said Akhund, the third most senior member of the Taliban's 10-member leadership council, was arrested late on Monday, hours after a surprise visit to Pakistan by U.S. Vice-President Dick Cheney.

Morocco charges 24 Islamist bombing suspects

Moroccan magistrates charged 24 Islamists on Tuesday with plotting a wave of bombings in the North African country's commercial capital Casablanca and in tourist destinations, court officials and lawyers said.

The 24 were arrested after their suspected leader, Abdelfattah Raydi, blew himself up at an Internet cafe on March 11 to prevent police taking him alive, the government says.

Lawyers said the suspects, who were remanded in custody, face up to 30 years in jail if convicted. They are due to go on trial soon, the lawyers said.

The government has said the 24 men, at least seven of whom are alleged to have been would-be suicide-bombers, planned to blow up foreign ships docking at Casablanca's port, hotels in Marrakech, Agadir and Essaouira, and other buildings including the police headquarters in Casablanca.

Morocco has been on high alert since February when security officials have said they had information about an Al Qaeda plot to attack the country. The government says the 24 suspects have no links with Al Qaeda.

The magistrate charged the accused with "forming a criminal gang with the aim of preparing and carrying out terrorist acts to undermine public order through spreading fear, terror and violence", court officials said.

They were also charged with "premeditated sabotage acts" and making explosives for use in the attacks. The court officials did not give details of the alleged planned attacks.

Among the 24 suspects is Yousef Khoudri, a 18-year-old mint seller who was accompanying Raydi, was wounded and arrested by police.

Most of the accused lived in the poorest slums of Casablanca. Thirteen suicide bombers emerged from the same slums in 2003 to blow themselves up at public places in the city, killing themselves and 32 other people.

Britain wants UN Security Council members to endorse a statement on Thursday that would "deplore" Iran's detention of 15 of its sailors, according to a draft text.

Britain's Defense Ministry maintains that global positioning data showed that its sailors and marines were 1.7 nautical miles (3.15 km) within Iraqi waters when they were captured on Friday by Iranian gunboats near the waterway that separates Iran and Iraq. Tehran says the vessels were in Iranian territorial waters. (Reuters)

Terrorist groups in Iraq use children and mentally-ill people for suicide attacks, the Iraqi Interior Ministry said Thursday.

Most of the children were kidnapped by the extremists, Abdul Karim al-Kanani, director of the Department for Special Operations told the Arab newspaper al-Sharq al-Awsat.

The children are especially used for attacks with car bombs, "because parked cars with children sitting in them usually do not get searched," al-Kanani said.

During raids, police had discovered houses where kidnapped children were held captive, he added.

Last week a US general in Baghdad said that terrorist groups in the capital's Adhamiya district were using children as suicide attackers for the first time.

According to al-Kanani, extremists had been abusing children as suicide bombers in Iraq as early as 2005.

Worldwide Caution

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated June 6, 2006 and expires on April 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qa’ida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan, illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. A series of bombings in Thailand in May and September 2006 which targeted tourist destinations, the bombings in the Egyptian resort town of Dahab in April 2006, the bombings at a market in Palu, Indonesia in December 2005, the hotel bombings in Jordan in early November 2005 and the bombing of a crowded marketplace in New Delhi in October 2005 illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 is one such example.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov.

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. An engineer trained in the United States, he allegedly heads the Kumpulun Mujahidin Malaysia (KMM) terrorist organization and is a member of Jemaah Islamiyah's (JI) central command.

His younger brother, Taufik bin Abdul Halim, a.k.a. Dany, was involved in the 2001 Jakarta Atrium Mall bombing, and is presently detained in Indonesia."
