For this: a sharing of the costs of emissions control between rich countries and large emerging nations.

You can insert India & China for the large emerging nations.

The $1 tax is a pretend game...making you think that you will decrease your use of fuel...you won't. And the money collected...which you'd like to think it was used for research for alternate energy...well...no....it will go to some third world country. The whole agenda...let us not forget...is to take from the rich and deliver to the poor. This was the sole purpose for inventing global warming. There is little else. It means we all must take from our pockets to help some 3rd world country that hasn't gotten its act together.
