A clothed woman is sexier than a naked one, in many cases. Not least because clothing can hide a multitude of “sins”, so to speak - quite often what you imagine under those clothes is better than the reality :) This goes for men or women.

Perhaps they can shroud the bicycle in a device like a pet carrier. Picture a pet carrier with wheels protruding from beneath. Kind of like luggage on wheels.
The ladies can transport themselves, follow their myriad of social rules, and get exercise.
