Because, while he will now wear a seatbelt, he can foresee times that his majesty may need to be delivered somewhere at such speeds again. Since his driver is a state trooper, and it's an official state vehicle, that would be lawful IF the vehicle is equipped with grill lights and a siren, in the manner of an unmarked police car.
I suspect it's not the devil that kept this idiot alive, but Someone with a Higher Purpose in mind, perhaps just to make these commercials and maybe save a child who is to become a future President, great US Military leader, or something like that.

As for seat belts, I think people drive much more recklessly than they used to because they think the seatbelt is protecting them. So they are only half stupid. My observation would be that people who don't wear seat belts are also the ones who drive recklessly, and often drunk or high as well. Wouldn't be surprised if that did not also apply to the guv, though I'd be very surprised if it applied to his driver.

Does it really make sense for Corzine to assert that he "should be dead
The other factor here that everyone seems to have overlooked is the fact that even though he was not wearing a seat belt he was riding in a big heavy SUV.
Had he been in a smaller, more eco-friendly vehicle he most likley would be dead.

Why does Corzine's spot focus on the dangers of not wearing a seat belt rather than speeding? The question I have is, Why was the governor above the law? And now he is moralizing to me regarding the seat belts?
No media, even conservative, seems to have brought up this question.

Corzine's recovered from the accident, but it left him with an oversize head and unstable neck muscles that tend to make the head jiggle back and forth when in a moving car...
