UPDATE: Six conservative senators are demanding that Minority Leader Mitch McConnell (R.-Ky.) negotiate a full and open debate on the immigration legislation.
Senate Democrats and Republicans are working feverishly with the White House to put the finishing touches on an immigration proposal that could be announced later today or tomorrow. The deal would give illegal aliens living in the United States amnesty, according to confidential sources. It would also allow illegal aliens to bring their parents, spouses and children into the United States.
Multiple sources on Capitol Hill with knowledge of the proposal said Sen. Teddy Kennedy (D.-Mass.) has been able to extract significant concessions from Republicans. The critical part of the deal is a lengthy section that spells out the provisions related to Z visas -- or what my sources described as the Amnesty Title of the bill.
The Z visas would be broken down into three categories as follows:
Z-1 -- Illegal alien present and working in the United States up to January 1, 2007
Z-2 -- Parents and spouses of illegal aliens qualifying under the Z-1 category
Z-3 -- Children of illegal aliens qualifying under the Z-1 categoryRead on ...
One section of the proposal grants these Z non-immigrants four-year visas for an indefinite period of time. These (Z-2 and Z-3) visas would be given to people not currently in the United States if they are related to a current illegal worker.
Sources indicate that these aliens, along with their dependents, would be allowed to legally remain in the United States under certain conditions for an indefinite period of time, even if they chose not to pursue the so called pathway to citizenship.
The burden of proof would be low for illegal aliens to prove that they were continually illegally present in United States. This provision would reward the illegal alien for proving continual illegal presence and illegal employment in the United States with a Z visa. This provision in the Kennedy deal, approved by some Republicans, is clearly amnesty under any definition, according to immigration experts whom I consulted.
The proposal would require illegal immigrants to pay a fine to apply for the Z visa, but despite that penalty, conservatives are likely characterize this deal as a major sell out to Kennedy and his pro-amnesty allies.

I have a friend/customer who is very liberal in many ways. She has connections, has some personal contact with Boxer etc. Her views have changed over the last couple years. She is against this madness. She may be liberal but is no idiot. She says now is not the time.

How about deportation for drunk driving? Will we have the guts and means to do this? How about those illegal aliens who don’t register for Z VISAS? Will we be deporting them. Is there funding and personnel to do this? What kind of crimes must a Z VISA holder commit to be deported? Who will carry out these deportations? Will they be funded. We all know ICE and the Border Patrol are underfunded and that there is very little interior enforcement. Will interior enforcement become real?
How many personnel and will they be funded to bring employers into compliance? Will be raiding barrio businesses that continue to hire unregistered illegal aliens? Will we be deporting those workers
What kind of welfare programs will Z VISA holders and their families be eligible for?
Will be hunting down and deporting those guest workers who don’t return home and who commit crimes
Since Ted Kennedys of the world claim we have only 12 million illegal aliens then cap the Z VISA program at 12 million. And cap the Z2 and Z3 visa programs at some number. Those visas are for spouses and children the Z visa holder is allowed to bring to America, another potential disaster when welfare goodies and free medical and free housing kick in for these families.

Mexico is probably too stupid to realize this is bad for them too. Illegals send 10's of billions of dollars home to relatives in Mexico every year. These relatives spend this money in Mexico, but guess what? If all these relatives come here too, there won't be anybody left in Mexico to send money to.

McCain was on O’Reilly last night, saying that the Kennedy/McCain amnesty bill wasn’t amnesty because the illegals would have to pay a fine and wait eight years for citizenship. However, O’Reilly didn’t ask him what will happen to the millions, probably the majority of illegals, who will get Z-visas and don’t want citizenship. The Z-visa is a “get out of jail free” card that will legalize their stay after breaking the law. That is amnesty, pure and simple. McCain must really think Republicans are stupid and can’t see that he has sold them out.

As far as I can tell, there is basically no difference between totally open borders and this bill.
This is the order of progression. The probationary Z visas will be available immediately after this amnesty bill gets signed. The bureaucracy will rubber stamp everyone's applications because they don't have the resources or time to check out the forged and back dated documents they will be presented with
1-Probationary Z VISA
2-Real Z VISA
3-Green card
4-Citizenship
Fakes will be accepted in this bum rush of applications
Children are smuggled in here all the time using the ID or the passport of another child
Further, it looks like this bill will cut off all of the state and city initiatives to deny benefits to illegals. Can have any of those pesky state's rights get in the way of Bush's vision.
Hmmm ... I think maybe I should just apply for a Z visa and state my birth nation was an English speaking town in Mexico. Then I’ve got a free off the books ID.
