US Steps Up Security Following Attack in Britain

Homeland Security Secretary Michael Chertoff made appearances on several television talk shows.

He told ABC's This Week program there is no indication of a linkage between the events in Britain and any specific attacks on the United States. "We do not have, at this point, specific, credible intelligence that there is an attack, a particular attack, focused on this country," he said.

But at the same time, speaking on CNN's Late Edition program, Chertoff said U.S. authorities are concerned about the threat of terrorism, especially in the coming months. "We have had a number of al-Qaida leaders quite publicly talking about how they want to carry out their threats against the West. So, given that and given the history that we have had over past summers, with attacks in Britain, I think we were clearly focused on this as a possibility," he said. Full story...

Al-Qa'ida 'moving to blast American city with N-bomb'
July 11, 2007

The prospect of al-Qa'ida detonating a nuclear device in a US city is the top security threat facing America - and there is a real chance they will succeed, one of the country's leading weapons experts has warned. "Over a 10-year period, it becomes quite plausible," Robert Gallucci said yesterday. "If you said there was a 20 or 25 per cent probability, that's a hell of a high probability for an event that could kill a quarter or half a million people.

"It's a threat against which the US has neither a defence nor a deterrent." On a visit to Australia hosted by the Australian Strategic Policy Institute, Dr Gallucci said a small team of five to 15 people could build a simple bomb with the power of the blast that exploded over Hiroshima in 1945. "The US and Britain are probably the major targets for this kind of enterprise. "This would be a major logistical planning effort for any terrorist group."

Dr Gallucci, the head of Georgetown University's School of Foreign Service, is a former senior US State Department official who served on the UN Special Commission on Iraq and was the lead negotiator for the 1994-agreed framework on North Korea's nuclear program.

He said it was unlikely al-Qa'ida would acquire a ready-made nuclear weapon because the nine nuclear weapon states were "pretty good" at securing their arsenals. "For me, the issue is not could they make the weapon, the issue is could they get the fissile material?" Highly enriched uranium or plutonium could be acquired from a sympathetic Islamist working in Pakistan's nuclear industry or possibly by bribery from Russia. A Hiroshima-type bomb, rather than more sophisticated implosion devices, would involve a carefully machined metal tube in which two pieces of fissile material slammed into each other and generated a nuclear reaction.

"It's not hard, it's not necessary to do tests with it. I think that's within their reach," Dr Gallucci said. "This is not a device that would require someone putting it together either having a nuclear weapons background or being familiar with nuclear weapons. "All they have to do is have a basic understanding of nuclear engineering, some knowledge of materials and of high explosives." Even a small sub-kilotonne device using plutonium or enriched uranium could have a devastating effect in a large city.

Dr Gallucci said the US was making serious efforts to improve its ability to track fissile materials, with the aim of identifying the source either before a detonation or soon afterwards. The more likely scenario was after the bomb detonated, when there would be a race to find what kind of fission material was used and where it was manufactured, even down to the individual nuclear reactor. "This is an objective of our effort," he said. "We have some capability for attribution now, and we expect that capability would get better."

Troops Detain 19 Suspects, Seize Weapons in Iraq

American Forces Press Service

WASHINGTON, July 10, 2007 – Iraqi and coalition forces detained 19 suspects and captured weapons caches during recent operations in Iraq.

Tips from two Iraqi residents near Dhour, south of Baghdad, helped coalition forces nab seven suspects yesterday, including an al Qaeda network leader, military officials said.

The first tipster called soldiers of the 10th Mountain Division’s 89th Cavalry Regiment and alerted them to a weapons cache. Soldiers responded, located the buried weapons, and had been digging up the cache for five minutes when they received another phone call.

The second caller claimed he had the 2nd Brigade Combat Team’s top high-value target and would deliver him to coalition custody. This tipster arranged a meeting place to hand the detainee over to Army Capt. Adam Sawyer, the Troop C commander.

Soldiers hastily re-buried the cache and departed for the meeting place, where they took custody of the high-value detainee and two other suspects.

During the exchange, some of the soldiers observed the cache from their vantage point, and were surprised to see a civilian pickup truck stop near the cache. As four men began to load the weapons into the truck bed, troops engaged the vehicle with an M-240 machine gun.

Troop C soldiers detained the suspects as they tried to flee, and called an explosive ordnance disposal team to destroy the weapons.

“All of this was possible because of sources we’ve developed, through local-national engagements and working with the residents of the area,” Sawyer said. “It’s our work with the people in these areas, our relations with them, paying off.”

The high-value target allegedly is responsible for shooting down an AH-64 helicopter in April 2006, abducting two soldiers two months later, and mounting complex attacks against patrol bases, coalition forces and Iraqi civilians, military officials said. Additionally, he is believed to be the leader of an al Qaeda network known for murdering and intimidating those who oppose the terrorist organization.

One of the detainees had been wounded in a previous engagement, and was taken to a coalition hospital for treatment. The other suspects six are being held for further questioning.

During two operations in Baghdad July 8, Iraqi special operations forces detained 12 insurgents linked to the rogue Jaysh al-Mahdi militia. These insurgents allegedly are responsible for attacks against Iraqi and coalition forces, military officials said.

In the first operation, the Iraqi special operations forces and coalition advisors detained 11 targeted individuals believed responsible for attacks using explosively formed penetrators against combined forces in the Hay al Aamel area. EFPs are improvised explosive devices designed to penetrate armor.

In the second operation, combined troops detained the alleged leader of a cell responsible for direct and indirect fire, and improvised explosive devices attacks on Iraqi and coalition forces. His capture will disrupt this cell’s ability to carry out death squad activities against innocent civilians, military officials said.

Troops also seized weapons and ammunition, cell phones and assorted documents. No Iraqi or coalition forces were injured during this operation.

Guard Plans to Adjust Number of Troops Serving on U.S.-Mexican Border

WASHINGTON, July 10, 2007 – The National Guard plans to adjust the number of personnel performing security duty along the U.S.-Mexican border from about 6,000 to about 3,000 members, a National Guard Bureau spokesman said today.

Last year, President Bush directed the National Guard to assist the U.S. Customs and Border Protection Agency in patrolling the 2,000-mile-long border with Mexico, National Guard Bureau spokesman Army Maj. David Kolarik told American Forces Press Service today during a phone interview from the bureau’s headquarters in Arlington, Va.

National Guard members “have performed superbly” in answering the President’s call to assist on the border during “Operation Jump Start,” Kolarik said. The Customs and Border Protection Agency is a component of the U.S. Department of Homeland Security.

Almost 6,000 Guard members – mostly volunteers — have been on border security duty in the states of Texas, New Mexico, Arizona and California in support of the U.S. Border Patrol since June 2006, Kolarik said, noting the reduction was part of original planning.

“It was never meant to be a permanent solution,” Kolarik said of the National Guard’s participation in Operation Jump Start. “It was just an intermediate measure to provide support for border security efforts until they brought the additional resources and personnel in line that they needed.”

The Guard redeployment is slated for completion around Sept. 1, he said.

About 3,000 National Guard members will continue assisting the Customs and Border Protection Agency along the U.S.-Mexican border, Kolarik said.

The National Guard’s presence along the U.S.-Mexican border has helped to bolster border-protection efforts to curtail illegal immigration as well as to circumvent narcotics traffic, Kolarik said.

Guard members on border duty do not perform law enforcement missions, but they do conduct surveillance and operate detection equipment, work with border entry identification teams, analyze information, assist with communications and give administrative support to the Border Patrol.

National Guard members “have done just a phenomenal job down there on the border,” Kolarik said.

United States and Mexico resume voluntary interior repatriation program for the fourth consecutive year

WASHINGTON, D.C. - U.S. Immigration and Customs Enforcement (ICE) today announced that the governments of Mexico and the United States are resuming the Interior Repatriation Program this summer to ensure the safe, effective and humanitarian return of Mexican nationals illegally in the United States to their places of origin in the interior of Mexico. The first repatriation flight in this seasonal program departed this morning from Tucson International Airport in Arizona with approximately 75 Mexican nationals who volunteered to be repatriated.

The program is scheduled to continue until Sept. 30, 2007. July, August and September typically present the most severe climate conditions for individuals crossing the Arizona-Sonora desert. ICE and the Government of Mexico recognized that the standard practice of removing illegal aliens across the border left many prey to smugglers and traffickers who work the border areas persuading newly removed Mexicans to make the trip again, despite the severe heat, with the promise of helping them elude authorities.

“By quickly returning aliens to the interior of Mexico rather than to the Mexican border, both nations seek to save lives and discourage additional illegal border crossings through hostile, desert terrain, said Director of ICE Detention and Removal Operations John Torres. “The United States and Mexico look forward to continued cooperation in this endeavor.”

In 2003, the U.S. and the Government of Mexico, by joint accord, designated the Tucson Sector’s western corridor as a “high risk” area under the bi-national Border Safety Initiative. As a result, both governments designed and continue to administer this voluntary repatriation program with the goal of reducing the loss of life in the desert areas during the summer heat, deterring illegal immigration and combating organized crime linked to human smuggling, trafficking and the violence they propagate on both sides of the U.S-Mexican border.

A 2004 Memorandum of Understanding between the Department of Homeland Security (DHS) and the Government of Mexico established the framework for the nations to work cooperatively in safely repatriating Mexican nationals who volunteer to leave the U.S.

Only non-criminal Mexican nationals are eligible for the program, which includes Mexican nationals with final orders of removal from other ICE offices around the country, Mexican nationals processed by U.S. Border Patrol for expedited removal and Mexican nationals deemed “at risk”; whose age, physical condition or travel status render them more likely to fall victims to the heat or border criminals.

In the past three summers, U.S. and Mexican officials have jointly administered this program to safely return approximately 49,410 Mexican nationals from the Arizona-Sonora desert to their hometowns in the interior of Mexico. In 2006 alone, ICE repatriated 15,348 Mexican nationals between July and September. The program has served as a model for bi-national cooperation at all levels and both nations have gained valuable experience during the three summers, making adjustments along the way.

During the summers of 2004 and 2005, U.S. Customs and Border Protection (CBP) funded and managed the operations of interior repatriation. ICE took over the program last year and is responsible for funding and managing the operations.

ICE Detention and Removal Operation’s Air Transportation Unit is responsible for providing oversight and coordination of the two daily flights with a capacity to carry 120 passengers each from Tucson International Airport. Under the initiative, Mexican nationals apprehended in Arizona are processed at centers in Nogales and Yuma, Arizona, where they are interviewed by Mexican and U.S. officials for possible inclusion in the Interior Repatriation Program. Those who volunteer to participate in the program are then flown to Mexico City and provided bus transportation to their places of origin in the interior of Mexico.

Senior U.S. intelligence officials tell ABC News new intelligence from Afghanistan suggests a small al Qaeda cell is on its way to the United States, or may already be here.

The White House has convened an urgent multi-agency meeting for Thursday afternoon to deal with the new threat.

Top intelligence and law enforcement officials have been told to assemble in the Situation Room to report on:

--what steps can be taken to minimize or counter the threat,

--and what steps are being taken to harden security for government buildings and personnel.

"It suggests they have information that the cell or cells coming this direction want to attack a government facility," Brad Garrett, a former FBI agent and ABC News consultant, said.

Law enforcement officials say the recent failed attacks in London have provided important new clues about possible tactics.

And officials say the London attackers use of the Internet left important clues that are being used to decode other e-mails that had initially been deemed unimportant but are now taking on new significance.
