Is that what Libya does for malpractice?
Seriously, SOME detail is needed here. (None at the link. JUST the headline!)

Only kind of “poor hospital hygiene” I could imagine spreading AIDS to that many children would be sharing of needles. That would be not just poor but abysmal.
Or were some limes put in some coconuts where they did not belong?
Now maybe the rest of the doctors will start writing their prescriptions more legibly.
