Well, when your “sex education” programs tell people to go ahead and have sex so long as a you use a condom, then you can expect the AIDS infection rate (and those for other STDs) to go up. It’s called “common sense”.

If you disagree with him, he will black ball your efforts. A little company in San Diego offers a cheaper solution to AIDS sufferors but can’t get funding to put it on the market. Only a bureaucrat weenie would use pompous jargon like "prevention modalities are not accessible". There is one "prevention modality" available to everyone who chooses to use it, self-restraint.
Of course it’s losing, when the cause is a virus that mutates constantly the only way you’re ever going to win that fight is by quarantining all infected.
And since there isn’t anyone with sense enough to indetify those infected let alone quarantine them we shouldn’t be surprised by the outcome.
