Appros nothing, a company I used to work for got a contract to make 20 mm ammo for the DoD by very aggressive pricing. Turns out the economies of scale they hoped for never fully materialized and they up losing $0.05 per round. They called the assembly line the “lose a nickel machine”. As luck would have it, the pentagon exercised an option and increased the size of the order.

Actually, 40 caliber is SORT OF a military caliber.
The Coast Guard issues the 40 cal P-226 now instead of the beretta. When they get into the war zone, the master at arms takes back all the hollow point ammo and issues ball.
I have also been told that maybe the Delta Operators are carrying Glock 22s now, since the costs of custom 1911s are rising.

Training budgets for the military were very tight in the late 70s and early 80's. Many's the time we ran around the woods yelling
BANG! They should try that for awhile. At least they could claim an increase in accuracy.
Actually, the cops need less accuracy training and more practical tactical. They could save scads of $$$ if they went to LASER TAG. Seriously. In the army we called it MILES for Multiple Integrated Laser Engagement System Bascially all vehicles and personnel wear sensors and the weapons are loaded up with blanks. A special projector hangs on the end of each weapon and...well...you know. Only have to make sure the projector from a handgun doesn't activate the sensor on a tank. Once tripped, sensors cannot be deactivated and they are loud to reinforce the fact that you did something stooopid and the direct result is you're dead.

RCBS sells a great little starter kit that contains almost everything you mentioned. I keep threatening to go to a progressive but after watching my buddy cuss at his Dillon I still need convincing.

Most of my shooting is 38SPL, 44SPL, 44mag, 454 Casull or 45LC. All straight wall revolver cartridges. Dirt simple to load on the Dillon 550. I go to the single stage press for longer straight walls e.g. 460 S&W, 45-70 and 500 S&W. All 3 need pretty big powder charges too. The 500 S&W is a particular pain as the case mouth is too big for the simple powder funnels. I use the special belling/powder funnel made for the 50 AE on the Dillon press with an RCBS funnel tucked into the adaptor. I use the single stage press for all the bottle nose rifle brass. I don't shoot enough to justify the setup time on the Dillon.

cost should be the last thing on the minds of those who carry in expectation of having to trust their lives to their
piece. A dead operator is a hell of a price to pay for saving a couple hundred bucks.
They should carry what they feel right with, and DoD should
just write the check, without bickering over the price.
