Because you’ve proved yourself on the BDS, you are believing Hunter’s grandstanding over the facts about Bush and the fact that Hunter as a Congressman knows the fence is not funded. I at least criticize Bush when he needs it, therefore I am not a Bushbot and I have already proven I am not an open borders person. I want the fence as bad as you do, so quit attacking me for calling your attention to facts surrounding the funding. This last comment is not necessarily directed at you, but I am honest as the day is long and will point out a lie or scam when I see one and it appears Hunter is perpetrating both on pulling this little stunt.

I think Hunter wrote the waiver language as well, but I’m not 100% positive.

I know it gets confusing, but you really need to learn the difference between authorizations and appropriations.

The fence already had funding prior to Hunter’s amendment. 1.2 Billion approved in early Oct, with wiggle room for exactly what it was funding. Hunter’s Secure Fence Act stipulated what that money would be spent on. Any additional funds the democrats are talking about is just that, additional funds.
And if they were to reserve 940B pending their approval, how come they only have 700B left?

Yes, I have a file and I cut and paste from, but that is only because there are so many of you on here that keep repeating the same old tired lines, so once I do the research I put it in a file, it is just handier than having to look everything up again.
Once again, I want the fence, I am not against Duncan Hunter, but people need to know he is grandstanding for political purposes. And for cripes sake, learn the difference between authorization and appropriations, it's not rocket science.
And speaking of which, if you know it all because you are on the border, then I know it all too because I am watching the DoD Appropriations bill very carefully (it funds R&D for my company) and I know what is in it (the fence funding) and why it was put in there, that was another parlor trick so Bush couldn't veto all the pork they put in the DoD bill without "the base" going bonkers. I am tired of Congress playing hide and seek with the fence money and blaming Bush. And Hunter's grandstanding on this is beyond the pale...Congress needs to pass the damned funding already. Period.

You are a very dense if you think Hunter is grandstanding. They are BUILDING it as we speak, slowly, but they are. You are getting confused on what the law is. Hunter’s bill is the law. There is money, roughly 700M cash on hand to continue building it. There will have to be more funds added at some point to complete it. The dems may be playing games, but that is a seperate issue. The dems can defund the fence, but they cannot change the law without writing a new one. If they do not re-write it, and I’m sure they will not do to an upcoming election, then there is no ambiguity on where and what type of fence to beuild.

The legislation says that the plan must establish a security barrier along the border of the United States of fencing and vehicle barriers, where practicable, and other forms of tactical infrastructure and technology. The report is to define milestones, costs, and staffing for implementing the border security program and must be reviewed by the Governmental Accountability Office.
Show me in that bill you linked to where the funding is provided. I can assure you it is not there and it could not have been funded prior to authorization, that is unconstitutional. You have some time, I have to log off for the day. I will check back tomorrow.
Apparently that 950M withold for review was part of the sept 2006, 700 mile border fence appropriation. That has been made moot by Hunter’s law, signed Oct 26, 2007, that specifies what the border fence shall be.

Duncan Hunter already had a 14-mile fence built on the San Diego border which greatly stopped drug trafficking and illegal immigration - Duncan Hunter gets things done!
