Russian Defence Minister Anatoly Serdyukov has resigned but the full lineup of the new cabinet was still being considered by President Vladimir Putin, the new prime minister said on Tuesday.

"I spoke with Serdyukov and we came to a decision that considering our close family ties he should submit his resignation," Prime Minister Viktor Zubkov said in comments shown on Russian television.

Serdyukov is married to Zubkov's daughter.

Zubkov said he had submitted his proposed cabinet lineup to Putin for consideration and that the government's new structure would be announced by Friday.

"The structure (of the government) will be decided within the period which is defined by the law -- within seven days after my appointment," Zubkov told reporters after meeting with Putin at his residence in the Black Sea resort of Sochi.

Zubkov was confirmed as prime minister by the lower house of parliament last Friday.

""I spoke with Serdyukov and we came to a decision that considering our close family ties he should submit his resignation,""

Since when is the appearance of impropriety a cause for the new Russian government to be concerned???

Sounds like a conflict of interest. In Russia like in France, the Prime Minister names his Cabinet but the President has final approval of the choices for it.

Things are never completely clear in Russia. There was some reason why he must resign. Perhaps he objected to the full-time strategic bomber flights and provocative training missions. But of course, they would never say that.
