July 13-16: The 329th Chemical Platoon worked in conjunction with Marines from Multi-National Force-West and Soldiers from Multi-National Division-Center to secure approxomately 40,000 gallons of nitric acid that was found in a cache in Fallujah, Iraq, for disposal. The 329th Chemical Platoon is support reserve unit for Task Force Phantom, Multi-National Corps-Iraq. HQ is Winter Park, Florida. (U.S. Army/Spc. Fernando Gonzalez)

Just a guess …

I recall a few years ago, Condi Rice said something to the effect "forget France, ignore Germany, Help Russia" (I am remembering that poorly.)

I recall the GPS jamming towers in Iraq were provided by Russia (Rumsfield press briefing I think). There were also reports of Russians seen with the trucks carrying (alleged) WMD’s to Syria………

If the administration were to come out and say that this or that is Russia’s doing would make negotiations more difficult (any negotiations that would push them toward being a free country.)

In a nutshell, Russias hands are all over Iraq’s WMD’s, Bush doesn’t want to embarrass Russia for political reasons.

Before the 2003 War, Nitric Acid was one of the dual use chemicals that Iraq had bought in huge quantities. The UN inspectors were having a hard time keeping up with where it all was. We’re talking 100s of tones of high concentration Nitric Acid.

Today, plenty of the IEDs are made with dual use urea fertilizer and Nitric Acid. Nitric Acid is a strong oxidizer and corrosive — and one of the dual use materials that could be used to manufacturer chemical weapons.

Most nitric acid is used in fertilizer as ammonium nitrate and in the manufacture of explosives. Nitric acid is also used in the synthesis of a large number of industrial organic compounds. Relatively small quantities of this acid are used for stainless steel pickling and metal etching, and to make rocket propellants.
