CA: Motorist fee increases signed by governor (It's not a TAX, it's a FEE increase. Thx Gubinator!)

SACRAMENTO — Acting on the last batch of bills from what experts called a disappointing regular legislative year, Gov. Arnold Schwarzenegger on Sunday signed into law a controversial increase in motorists' fees that is intended to raise millions to develop alternative fuel and clean-air technology.

Consumer advocates condemned the bill for putting the costs on the backs of motorists rather than oil companies.

Schwarzenegger also signed what became known as the "toxic toys" bill, which makes California the first state to prohibit the use of chemical compounds called phthalates in products designed for children under 3 years old.

Making his way through the final 153 bills, the governor vetoed legislation proposed by state Senate President Pro Tem Don Perata (D-Oakland) that would have allocated $611 million to work on solving the state's water problems.

Schwarzenegger also vetoed a bill allowing the distribution of condoms to inmates in all state prisons, but said he would allow a pilot program at one lockup to see if it helps reduce the spread of HIV.

He also signed a widely criticized measure allowing the owners of Staples Center in Los Angeles to access millions of state dollars earmarked for affordable housing-related programs in order to improve streets near the sports facility.

The governor's last signatures before Sunday's midnight deadline provided an anticlimactic end to a rather fallow year for the executive and the Legislature, some political observers said.

"It was a not particularly productive year," said Raphael J. Sonenshein, a political scientist at Cal State Fullerton.

Heck, you can keep your name on the title as a lien-holder if you let me drive it every now and then.

I thought you didn’t need a smog cert on anything older than 1975.

I was doing this in 2000. The cutoff is probably being incremented as time passes.

The primary reason it's not rolling around right now is that the left rear mag wheel won't hold air. The car originally had the 2.0 normally aspirated engine. It was being tweaked for slaloms when the owner located a 914 shell that was nearly slalom ready. He swapped engines, so mine has a 1.8L fuel injected engine instead. All the work on the suspension remains. It has a Bursch exhaust system with stainless steel heat exchangers, new disk brakes (rotors and calipers), a 911 master cylinder and a new clutch/flywheel. Lots of life left in it. It's not as pretty as your Ferrari, but it will plaster you to the door in a turn. Very sure footed.

That is not realistic or true. I may despise Arnold but Bustamante would be far far worse.

Bustamante wasn't even a threat. And there is no way that Bustamante could have sold to the electorate the huge borrowing schemes adopted by Arnold, nor the record increases in spending. He would have been opposed, and BLOCKED, just as Gray Davis was. Instead, we have a fiscal nightmare thanks to folks who believed a celebrity Kennedy held one iota of conservative philosophy in his Austrian socialist brain.

Given the choice between the two today, I’d pull the lever again.

Unbelievable.

Of course, you also ignore that there was another choice. But folks who continue to think you can fight liberalism by electing a liberal (Arnold types) are exactly what is wrong with this place. Continuing this kind of action will bring on Arnold-Care, sold under the label of "Shared Responsibility", the same mantra Hillary has now adopted.

I accept as a given our taxes will continue to rise, at least until we’re shocked back to reality, so I’m going to just be happy with a relatively flat tax.

??!!@@@#!@#!$@ What EXACTLY will it take for you to be shocked? Have you looked at the condition this state is in? If you continue being "happy" and "pulling the lever" for liberals, you ARE the problem!

Really, because until you actually get rid of that laudable, if not laughable approach, then all of that that “they can do to you is what you will get, and you are the exact type of republican that I posted about.

You are not too bright if you’d sit on your hands at home and cry to yourself about what a fine moral stalwart you are. Nobody is talking about the primaries pal so the choice is Arnold or Bustamante. You think staying home or voting for a Dem is a better way to make a difference?
You are one of these ‘stick my head in the sand’ conservatives. In this entire exchange we haven’t discussed our individual politics one iota but you can conclude that I’m part of the problem. I can be as conservative as you and fully aware of the problem, however, I’m also in a very difficult position. A position you fail to give credence or respect to. CA will not be a conservative state any time soon if ever. That is our reality when it comes to general elections. To go one step further Arnold is still better than Davis and those that regret the recall are also somewhat stubborn to the point of working against their interests. Your entire position is based on the false premise that CA will someday be a conservative state. So I ask you who would you pull the lever for? Davis? Bustamante? Or would you stay home? And yes I get what I deserve. I live in a state that can be very trying at times. I also live in a state where I’ve seen my home appreciate 700K in 7 years despite the recent downturn and the average salary is very high based on national averages. Wherever you live you have positives and negatives. I’m merely suggesting that you are not taking the proper perspectives for CA.

There are only two viable choices in the general election so you would you have us pull the lever for? I am already shocked by the state of CA. That doesn’t change reality and if you reread my post I was speaking to the state waking up. Do you think CA will change in the near term? No. Then unfortunately it comes down to two unpleasant choices in the general. We can fight the good fight up to that point but my comments were clearly about the general election. I’m not a child who doesn’t vote when the choices are dificult. Perhaps a little understanding of a dificult situation for your fellow conservatives would be in order.

It's safe enough for surgical tubing but not for toys. One wonders who's patented the substitute plasticizer.

Follow the conversation. I voted for Arnold in the general. I would have given my left arm (not really) to have McClintock in the general. Make no mistake, I despise Arnold probably more than most here. He’s talking about taking away my very comfortable lifestyle as I sit here and type. He is a direct threat to my financial future so don’t think I’m here defending the man. I have NEVER fallen for Arnold’s BS so again I say follow the conversation. I will readily admit I had hoped he wouldn’t be this bad. Actually it never occurred to me that he could be this bad. I expected problems, disagreements, etc but nowhere near to this level. In summary I have more against Arnold than probably any other freeper (a slight exaggeration perhaps) however that has never been my point.

You were talking about a choice of Arnold or Bustamante. The only election for governor in which Bustamante ran was in the recall election of 2003, not the gubernatorial election of 2006. There was no primary in the recall. You had the choice of Arnold, McClintock, or Bustamante (along with a number of wack jobs). You said you voted for Arnold instead of Bustamante. That means you didn't support McClintock when you had the opportunity.

Good point. I was getting riled and apparently forgot all about the very forgettable Angelides. I even had to look it up. I’m glad you think we can elect a real conservative as Governor of California however I fear Reagan will hold that record for some time to come. As I said awhile ago I think the state needs shock treatment or some calamity to see the light. We might agree that the state is in dire straights but we are the minority here.
