Why should any college athletic club care about recruits that want to go to the next level?

I’m assuming that by “the next level” you mean pro.

The best athletes expect to continue to the next level, at which they can secure their fortune. Therefore, any team which wants to attract the best athletes must show that it can help those athletes along the way to that destination.

Therefore, any team which wants to win and believes the athleticism of its players contributes to its likelihood of victory will care about the sort of football played at the professional level.

Because it is a selling point to the recruits. Any college recruit who says they don’t dream of going pro is lying. It is human nature to progress. Now granted, most college football players won’t make the pro’s for whatever reason.
