sadly, i have to say that you are 100% correct. fyi, "the border state" to our immediate north is planning to have a Spanish-speaking judge/clerk at each polling place to "assist non-English-speaking voters in casting their ballot"!!!

fwiw, i feel as follows:

1.cannot read the ballot because of "literacy problems" = do NOT vote

&

2.cannot speak/read/write the English language well enough to read the ballot = do NOT vote.

btw, i have TWO lovely (adopted) daughters. one is from Turkey;the other is from Mexico. BOTH feel as i do about "speaking English in America". (further, "my little Latina" DESPISES those who "came in under the fence" from the south. "N____" can be "downright hostile" toward "wets"!)

Now, do you actually have some documentation of your "Howard University study" claim, or are we expected to just take your word for the fact that 25% of the people in DC are HIV+?
