Indiana is a “shall issue” state.
Basically, if you pass a rather extensive criminal background check, a permit will be issued.
They are now issuing lifetime licenses which do not need to be renewed every four years.

If it were a Republican making a comment it would be, "As he was running away with my money, I pulled my pistol out of the glove compartment. My condolences to his family." Only if he were a compassionate compassionate conservative.
Otherwise, he would skip the condolences but maybe apologize for littering the supermarket parking lot.
